REPORTING RELATIONSHIPS

Location: Head Office

Reports to: Head of Health, Safety & Environment (Khafji and Wafra)

FUNCTIONS / RESPONSIBLITIES

a) Identifying HSE targets and objectives to maintain optimum HSE performance. Includes:-developing plans in accordance with Clients guidelines; preparing HSE balance score cards; developing & implementing HSE targets for Clients management system; reviewing and commenting new and existing projects; analyzing regular reports from Clients and drawing conclusions; and making recommendations as appropriate.

b) Provides advice and support for senior management on HSE matters. Includes:- analyzing statistics reports, accidents, incidents, injuries and near-misses; applying route cause analysis; identifying total working hours achieved or lost due to accidents; recommending appropriate corrective actions; analyzing accidents & incidents behaviors/trends; preparing monthly, quarterly, and annual HSE reports to Clients management, Clients and Ministry of Energy (MOE); and making appropriate recommendations.

c) Conducts and develops HSE training modules & emergency drills for Clients head ofice & coordinates emergency drills for JO's. Includes:- identifying training needs; updating procedural requirements; recommending HSE training to be in-house or external; preparing
HSE training modules for Clients head ofice; making administrative arrangements; preparing & conducting emergency drills schedule; conducting awareness training, campaigns; monitoring trends, designing, appropriate campaign plan; communicating information to concerned parties; preparing campaign aids; liaising with external parties as
appropriate; participating in the tendering process; assessing quality of training carried out,etc. and providing feed-back to management.

d) Reviews Environmental Impact Assessment, Hazard Operability Studies and Quantitative Risk Assessment for projects. Includes:- checking that all HSE requirements are being incorporated at the project planning stage, reviewing Kuwaiti Environmental Public Authority studies, compare it to international standards; reviewing HSE requirements in vendors'
proposals, work scope , fire risk assessment, fire system evaluation, emergency situations response, cost, etc. ; and communicating details to all concerned in head ofice or JO.

e) Implements and maintains the Clients HSE Management System (MS). Includes:- developing standards for Clients head ofice based on KPC HSE MS; producing HSE standards for JO's areas based on Clients, Chevron & Aramco HSE MS; preparing detailed plans for developing or implementing standards; monitoring, reviewing and updating the application of the HSE
MS on a continuing basis; presenting HSE MS proposals and seeking management approvals and communicates details to all concerned

f)Conducts HSE audits and inspections. Includes:- preparing inspection schedule; nominating team members, timing, etc; communicating details to all concerned; preparing reports and recommendations; conducting Inspection with audit in Clients projects, buildings & operations. Follows up on compliance as required. Carries out accident / incident investigations for head ofice, analyses results and makes recommendations for remedial action as appropriate.

g)Monitoring contractors' compliance with Clients HSE management system. Includes:-reviewing contractors' statistics on a monthly basis, holding regular meetings with contractors' representatives, checking the qualifications and experience of their safety engineers and staf, and checking their equipment, documents, certificates, etc.

h) Performs other related duties. Includes:- participating in Clients and Clients emergency drills and investigations, assessing contractors' safety performance for the purpose of 'awards', and obtaining, addressing and maintaining ISO 14001, OSHAS 18001, following up on implementation, maintaining awareness of the latest technologies and innovations; supervising training & developing programs for UDs employees, ensuring the implementation of good house keeping of work areas, recommending equipment used by diferent vendors, keeping custody of diferent reports and files, and maintaining all supporting data in a suitable form for easy reference

i) Undertakes other duties of a similar nature as required.

WORK CONTACTS

a) Frequently with Department Heads & fields Team Leaders to obtain information, providing advice and coordinate of investigations and reports.

b) Periodic contacts with contractors' safety representatives, Clients sister companies, Kuwait Environmental Public Authority, etc, for exchange of information. and to provide advice on HSE directions & activities

RESPONSIBILITY FOR ACTION AND DECISIONS

a) Work according to broad functional and managerial guideline. Consults with Team Leader on main issues, completed job work is subjected to review.

b) Work achievements are monitored by Clients & SAC, Aramco, KPC, Kuwait Environmental Public Authority, New Projects & Procurement, Planning & Accounting Services and Vendors

PHYSICAL EFFORT

35% using keyboard, plus

40% standing, walking and climbing, 10% driving

WORK ENVIRONMENT

35% of time is spent outside or in open Industrial area

MINIMUM RELATED EDUCATION, TRAINING AND EXPERIENCE Academic:

Bachelor's degree in an engineering discipline Related Work Experience (type and years)

8 years in related fields and gas industry including 1 year familiarization Language skills: (Specify if English/Arabic Translation)
 
Fluent in written and spoken English required.
