Scope
• Provide continuous guidance to the contractor on Instrument requirements and ensure compliance during all construction activities
• Ensures that the quality of construction activities in area of expertise (discipline), SHE goals and schedule adherence are consistent with Company’s policies and requirements together with national and international standards
Your main duties will be:
• Support the Instrument Engineer(s) in coordinating/communicating various issues that affect Instrument engineering design, safety, and regulatory compliance of the work
• Responsible for insuring that Management of Change (MOC) on Project design is performed according to established procedures, and work with the Business Unit to ensure MOC adequately documents rational
• Facilitate and coordinate all civil/ structural engineering technical work products, is responsible for technical input on facilities sharing/allocation issues.
• Facilitate and coordinate instrument technical work products.
• Evaluate / comment work performed by the Contractor and sub-contractors to insure that the work is being executed in accordance with project specifications, COMPANY standards, and regulatory requirements. Includes review of instrument design drawings, documents, and specifications
• Identify and assess deviations to Contract Technical Specifications and regulatory requirements; ensure that such deviations will be processed according to project procedures and maintains Deviation Control Log
• Steward instrument engineering queries from the Contractor and sub-contractors as well as technical information requests
• Contributes to the development all of Project Report and protocols to ensure a successful GATE compliance reviews
• Keep Engineering Manager informed of instrument engineering progress, deviations, and execution concerns
• Participate in instrument engineering reviews at Contractor's and subcontractor's locations

• Collaboration with the Engineering Manager, gain alignment with the PMT on project engineering needs, objectives, and requirements.
• Conduct project team member briefing sessions with respect to instrument engineering requirements and processes
• Coordinate owner and PMT instrument engineering portions of design reviews to minimize disruption of the contractor's work
• Participate actively in the project change management program
• Steward the process of capturing and communicate instrument engineering and design lessons learned for the project
• Assist the Engineering Manager in stewarding the EPSCC contractor's activities with respect to instrument engineering execution including
• Ensure that all affected parties are familiar with engineering execution plans, procedures, objectives, and overall job requirements.
• Ensure that the contractor staffs the project with adequate numbers of qualified personnel.
• Ensure that the contractor employs the appropriate design tools, including computer hardware and software.
• Ensure that the contractor adheres to all appropriate specifications and standards.
• Ensure that the contractor provides all contract documents, including those referred to in the job spec.
• Reinforce the requirement for the contractor to control the work, i.e. accurate and timely progress measurement and reporting


Qualifications & Experience:
• Ideally you will have Bachelor of Science degree in an engineering discipline, or equivalent experience.
• Five (5) years’ experience in instrumentation in the oil and gas industry or equivalent
• Experience with PTW System and Safety Behavioral Programme implementation and management essential
• Experience with auditing, JSA, Tool Box talk and work method statement essential
• Experience with international EPSCC contractors and vendors, in particular those involved in the construction of refining facilities
