The TSA Group has been exclusively instructed to search, select and secure the services of a very experienced Power Transmission Specialist, for a major player project in Afghanistan.
A large international bank has funded a project in Afghanistan comprise of two components being a transmission component and a distribution component.

The transmission component of the Project (The Transmission Project) will allow Turkmenistan (TKM) to supply the North West of Afghanistan. The distribution component of the Project (The Distribution Project) will allow Gardez and Pul-e-Alam, both cities south of Kabul, be electrified and connected to the AFG 220kv grid.

POWER TRANSMISSION SPECIALIST - CONSTRUCTION (SUB-STATION ENGINEER) - AFGHANISTAN

**BSc Degree in Electrical Engineering -with 15 years experience in the Power Sector**
**Experience in Design, Construction and Management of 400+kV Projects**
**Experience in Developing Countries desirable**

This role will report directly to the Project Director, with the key responsibility for the Substation and Distribution Project will expand existing the 220/20kV substations at Gardez and Pul-e-Alam and build a distribution network to connect approximately 10,000 new users.

Position - Role and Responsibilities:

The Power Transmission Specialist/Sub-Station Engineer/Team leader will undertake the following:
• Oversee the assignment and the consultant team, and act as the team's point of contact
• Review engineering designs and technical specification of substation, including bus bar arrangements, circuit breakers, dis-connectors, measuring equipment, insulators, ground wires, etc. in accordance with relevant technical standards, prepare engineering designs and technical specification of substations in accordance with relevant technical standards.
• Review bill of quantities (BOQs) and cost estimates, separating foreign exchange and local currency cost prepare a list of materials, equipment, and works necessary to implement the project.
• Certify volume of works completed withdrawal applications and issue of monthly and final payment certificates; review suppliers’ equipment design, and perform shop inspections; review contractors’ claims for extension of time or additional costs; and undertake variation instructions and cost review.
• Develop a comprehensive project work program and implementation schedule.
• Monitor project progress against plan, report on progress, and propose remedial measures as necessary.
• Develop and maintain a project quality assurance plan, and monitor and ensure contractor’s designs and works are executed in line with the plan and project requirements.
• Review and validate the feasibility study report for the project, identify key technical challenges and risks, and prepare remedial measures.
• Review and evaluate reasonableness of contractual claims, contract variations, contract time extensions, additional works and issue the corresponding payment certificates, related supporting documents and valid justifications as appropriate.
• Help ensure that the works design and technology used are appropriate
• Certify as-built drawings, and ensure adequacy of O&M manuals.
• Supervise tests on completion, pre-commissioning and commissioning procedures, provide commissioning assistance; and monitor rectification of detail and outstanding works for issue of taking-over certificate;
• Approve the security and safety plan and ensure proper implementation of the plan;
• Ensure training of clients staff through on-the-job training and classroom training programs;
• Review of current maintenance standards and procedures and define new maintenance strategies to progress from fault maintenance to planned maintenance with an emphasis on prevention;
• Define new maintenance strategies priming on condition-based maintenance and maintenance standards
• Define new maintenance procedures to back up the strategic progression from fault maintenance to planned maintenance and condition-based maintenance
• Any other works not sufficiently described in the scope of services, but can be reasonably inferred as required and necessary to be undertaken to complete the project are presumed included in the scope of works of the consultant.

Key Requirements:

• The specialist will have a degree in electrical engineering with preferably 15 years of relevant experience in power sector in general and 10 years of specific experience in construction supervision and designing of 400 kV or above substations, experience in construction supervision and designing of breaker and half scheme substation will be an advantage. Experience in developing countries is desirable. The team leader should spend a minimum of 80% of time in Afghanistan/field.
• Project Management and hands-on experience, encompassing administrative, commercial and technical aspects, in delivering within project based budgets and timelines.
• A thorough understanding of power systems management and project delivery.

Package:

As well as a very competitive monthly salary (a solid US$14,000 monthly salary), negotiable roster, flights, accommodation, transportation etc.
