Procurement Manager for Dammam (Saudi Arabia)

Experience: 15 to 25 yrs.  | Salary: INR 20,00,000 - 30,00,000 P.A

The position would be responsible for the procurement of commodities through the development and implementation of commodity strategies plans and the management of supplier relationship. Other areas of responsibility include price negotiation, planning, production, inventory control, quality control and factory control.
Key Responsibilities:
1. Plans, prioritizes, assigns, supervises and reviews work of staff responsible for purchasing including technical and specialized procurement of supplies, equipment and services.
2. Implement procurement strategy and policies.
3. Forecast procurement needs.
4. Create and implement KPIs.
5. Propose & Provide Inputs on Budget.
6. Reviews, analyzes and approves all purchases where award is not made to the low bidder to ensure justification exists and policy is followed. Reviews, analyzes, researches and approves purchases of a non-competitive nature.
7. Resolves problems and protests concerning bid solicitations, contract awards or contract performance as the need arises. Addresses unauthorized purchases. Conveys decisions both verbally and in writing referencing companys policy.
8. Assumes responsibility and oversight of large and complex purchases involving use of Requests for Proposals, review quotations, approvals of purchase request & quotations and issues purchase orders.
9. Assists departments with specification development, drafts RFP, obtains approvals, and serves on evaluation committee.
10. Responsible for planning, developing and buying materials, parts, supplies and equipment in a timely and cost effective way; timely manner while maintaining appropriate quality standards and specifications.

1. BE/B Tech with Minimum 15-20 years of progressive work experience managing procurement functions on behalf of an organization,preferably in Steel Plant.2. Requires extensive experience of procurement policies, supplier contracts, procurement contracts, preparing BOQs, price negotiations, procedures and practices.
3. Strong time management and planning skills required to coordinate and prioritize multiple projects simultaneously while adapting to changes in business requirements in a fast-paced environment.
4. Expertise in independently drafting and analyzing contracts, quotations, business documents and/or other agreements while assuring compliance with applicable laws, guidelines and prime contract terms.
5. Strong negotiation skills.
6. Superior Level Communication, Analytical and Management skills.
7. Knowledge of ERP/ Strong supply chain management/ lean supply chain methodologies.
8. Pro-active, self-motivated and ability to drive others for excellence.
9. Computer literate (MS Office, MS Project, Other Reporting Software tools).
10. Strategic thinking & above average problem solving capacity.
11. Able to work within and contribute to the overall business management team.

Must have Passport with minimum 2 years Validity.
