Procurement Specialist for Kazakhstan

Please be informed, we are looking for Procurement Specialist to work in Atyrau, 5/2

Accountabilities and Responsibilities:

The job holder is responsible for the following activities

Providing the company with the purchase of necessary materials and equipment (working with subcontractors / performers)Market analysis (search and selection) and commercial terms (price, payment terms, conditions and other terms of delivery)
Negotiating, contracting and full support at all stages of the transaction (payments, reclamation work, acts of completed works)
Organizing document circulation for a complete package of procurement
Receives, examines and processes requisitions; prepares bid specifications and other necessary documents related to the purchase of supplies, materials and equipment; prepares State requisition or locates source of supply, and places orders with appropriate bidder(s).
Compares costs and evaluates the quality and suitability of supplies, materials and equipment.
Interviews and corresponds with vendors; keeps informed of new products and market conditions and trends.
Confers with and assists officials of all departments to determine purchasing needs and specifications.
Assists in the supervision and training of less experienced buying personnel and generally is responsible for the supervision of one procurement assistant.

Interact with key stakeholders in identifying business needs, building relationships and selling the features and benefits of early procurement involvement. 
Develop detailed sourcing and category plans to maximize effectiveness and efficiency. 
Manage preparation, implementation and execution of procurement processes. 
Implement procurement processes to ensure efficiency, cost savings and best practices. 
Work with finance team throughout the procurement cycle 

Qualifications & Experience: 

The job holder must have:
Higher education
Fluent in both written and spoken English (compulsory)
Capable of using specific PC software (Ms Excel; MS Access)

Ability to negotiate effectively 
Computer proficiency 
Math skills 
Good technical and commercial communication skills
Specific knowledge of spare parts analysis and identification
Ability to work with and mentor foreign nationals
Extensive knowledge of contractual and performance rewarding mechanisms
Considerable knowledge of purchasing methods and procedures and of the techniques of specification writing.
Considerable knowledge of a variety of office, technical, and maintenance supplies and materials, the best sources, and appropriate prices for the procurement of such goods.
Considerable knowledge of methods of analyzing supplies and materials.
Some knowledge of the application of bookkeeping principles and methods of the keeping of procurement records.
Ability to supervise the work of others in the performance of routine purchasing office duties.

Working Conditions:

Working schedule 5 work days and 2 rest days.
