Job Description
The Construction Manager shall oversee general construction planning, scheduling and execution. Construction Manager responsibilities are:
1. Manage the performance of PROGRAMME MANAGERs construction / site personnel;
2. Construction review of CONTRACTOR(S) plans and schedules and manpower proposals;
3. Review of heavy lift and transportation studies;
4. Review and monitor the field construction staff required for each PROJECT package;
5. Review the CONTRACTOR(S) man loading plans to ensure that the WORKS will be done in a timely manner in accordance with the schedule;
6. Ensure that the CONTRACTOR(S) provides the required documentation of the CONTRACTOR(S) daily activities, manpower, INSTALLATION, equipment and material on PROJECT SITE;
7. Coordinate the CONTRACTOR(S) activities and his interfaces with other activities taking place concurrently at the RAPID SITE;
8. Monitor the day-to-day WORKS by the CONTRACTOR(S) to ensure compliance to procedures, standards, SPECIFICATIONS drawings, and adherence to the RAPID PROJECT requirements;
9. Hold regularly scheduled construction review meetings with the CONTRACTOR(S) and Client, identifying problem areas and agreeing on corrective action to be taken;
10. Coordinate with Schedule Engineer to produce systematic analysis of the Construction Schedule. Produce weekly Construction Progress per discipline and overall, from information submitted (and checked) by CONTRACTOR(S). Produce trend report if progress shows signs of issues;
11. Review the achievement of the Payment Milestones linked to Construction events and / or progress;
12. Organize the Hand-over documentation and participate with Client in the final Hand-over of the Units / Package and take a leading role for the Hand-over of the Units / Package;
13. Coordinate with Commissioning Manager assigned to the respective EPCC CONTRACT(S) package on all the Pre-Commissioning activities. Supervise pre-commissioning before transferring the responsibility for commissioning to the Commissioning Manager;
14. Participate in the Construction Monthly Meeting chaired by the PROGRAMME MANAGERs Site Manager to review across the PROJECT(S), interface, Safety and feedback;
15. Monitor the CONTRACTOR(S) implementation of Safety, Security, Health, Fire Prevention and Protection procedures; 16. Prior to any testing, arrange with the senior QA/QC Engineer for the review of the CONTRACTOR(S) proposed test procedures;
17. Witness or arrange for witnessing of selected tests and ensure the proper document is prepared and is reviewed by the PROGRAMME MANAGER;
18. Monitor the completion of all punch list items as submitted by the CONTRACTOR(S);
19. Ensure that the CONTRACTOR(S) maintains a clean, trash-free at PROJECT SITE.
Basic Job Requirements
Engineering degree with minimum 20 years of Oil & Gas, Refinery, Steam Cracker Complex, Offsite & Utilities, Petrochemical projects.
RFCC, LTU, PRU (Residue Fluid Catalytic Cracking, LPG Treating Unit, Propylene Recovery Unit)
ARU, SRU, SWS (Amine Regeneration Unit, Sulphur Recovery Unit, Sour Water Stripping Unit)
