Responsibilities:
- Responsible for all technical aspects of the CONTRACT and shall be fully dedicated to WORK under this CONTRACT only.
- Shall be the focal point for all technical and quality issues relating to the awarded scope of work under this CONTRACT.
- Provide single point responsibility for management of all technical tasks.
- Provide Mentor ship for trainees and promote Bruneian staff development.
- Supervise the CONTRACTORs staff competence and performance to ensure works assigned are performed in a quality and timely manner.
- Provide management reporting of work progress and status highlighting problem areas and proposed actions for improvements.
- Propose improvement to existing standards where benefits can be realised and document savings identified for lateral application.
- Coordinate and liaise with all relevant COMPANY personnel associated with the work assigned by COMPANY.
- Represent the CONTRACTOR at technical, planning & progress meetings.
- Ensure compliance to all aspects of health, safety and environment requirements in connection with the CONTRACT.
- Shall review to ensure the following for all projects / work packages:-
- Proposals for CESR are commercially and technically accurate.
- Completed within the approved budget and agreed schedule.
- Deviations / changes are justified, properly documented and approved at the appropriate authority level.
- Overall quality of work is maintained at a satisfactory level.
- Handed over to clients with complete and accurate close out documentation.
- Shall liaise with the Contract Manager to ensure sufficient CONTRACTOR'S PERSONNEL are available to execute the WORK.
- Shall assist the Contract Manager with the update, forecasting, analysis and reporting of the manpower loading.
- Participate in peer reviews and other Assurance events.
- Contribute to the development of COMPANY and CONTRACTOR technical staffs through coaching and training in cost engineering & quantity surveying practices, tools and techniques.
- Maintain and promote realism in the cost forecasts in the face of commercial pressure and optimism from project teams.
- Maintain consistency in cost bases through rigorous adherence to the controls processes.
Requirements:
- Have a recognised degree and shall be a professional member of a recognized institution and a registered Professional Engineer / Chartered Engineer, Quantity Surveyor or Cost Engineering. MIE(Aust), IPENZ, MIMechE, MICE, IEM, AACE, RICSetc.
- Have twelve (12) years experience of which seven (7) years must be of cost engineering or Quantity Surveying experience in offshore and on shore oil & gas industry.
- At least four (4) years shall have been spent in the overall coordination and supervision of cost engineering or cost management team.
- Shall be conversant and have working knowledge with the relevant international standards and code of practices.
- Excellent analytical, oral and written communication skills.
- Fully versed with Cost Control principles and techniques.
