-Coordinates the development and modification of electrical equipment.
-Chairs meetings and/or forms committees for the resolution of operational concerns and improvement of plant performance, providing technical advice.
-The Takreer corporate vision is translated into the Electrical Department operational plans in order to achieve overall company objectives.
Budget:
-Prepares the Electrical Department budget, provides technical and financial justifications and controls expenditure of the approved budget.
-Monitors maintenance costs related to electrical equipment and installation services.
-The Electrical Department operates in accordance with an approved budget.
Hazardous Area Electrical Equipment:
-Monitors electrical staff and conducts planned and unplanned checks on equipment and is the key accountable person for the maintenance of the electrical equipment in hazardous areas. Risks arising from the use of electrical equipment are minimised in hazardous areas.
External Power Supply Providers:
-Liaises with power providers such as ADDC and Transco at management level through formal and informal meetings and work requests and ensures the smooth flow of information and coordination of operations.
-Power disturbances and outages to Ruwais Refinery West are minimised.
Material Stock Management:
-Acts as custodian of the Electrical Department assets and ensures they are treated appropriately and safely.
-Liaises with subordinates and stores personnel on detailed stock set ups for electrical equipment and ensures adequate stock levels.
-Approves purchase requisitions and store issue vouchers and ensures the inspection and acceptance of new materials and spare parts is undertaken.
-Reviews and approves procurement of new equipment and major repairs. An adequate stock of materials and equipment is maintained to ensure routine and critical work is undertaken without delay.
New Projects:
-Leads the identification and planning related to improvement and modernisation of electrical systems.
-Ensures that advice on electrical engineering issues is provided to the Integrity and Engineering Department for the development of proposals for modification or additions to existing systems.
-Reviews FEED specifications, in coordination with the Integrity and Engineering Department to ensure plant electrical safety and cost effectiveness.
-Ensures coordination of the electrical interface between existing and new system design and facilitates pre-commissioning evaluation.
-The Electrical Department is continually improving and modernising through innovation and informed expertise.
Contracts Management:
-Supervises the preparation of job specifications and the scope of contracts and assists in the evaluation of tenders, providing recommendations.
-Ensures the technical element of contracts has been reviewed by the appropriate personnel before being awarded and that plans and schedules reflect technical requirements.
-Coordinates and monitors electrical maintenance contractual obligations, including reviewing invoices, recommending payment and initiating acceptance certificates.
-Availability of resources is assured through the management of contracts with appropriate non Takreer companies.
Staff Development:
-Mentors Section Developees, in accordance with the companys Emiratisation policy.
-Supports development programmes to train, motivate and retain employees, providing formal and informal appraisal and feedback.
-Participates in the companys recruitment committee as per management guidelines to recruit the best suited employees for the company.
-Leads and motivates the Electrical Department staff in identification of opportunities for continuous improvement in plant productivity and profitability.
-Identifies and resolves issues and conflicts in staff relationships.
-The Electrical Department Emiratisation targets are met.
-Department staff knowledge and skills are enhanced to maximise performance and section deliverables.
Health Safety Environment and Fire Procedures:
-Ensures staff comply with all Health, Safety, Environment and Fire Management Systems and ADNOC Safety Codes.
-Arranges routine health and safety auditing.
-Ensures the appropriate supervision of electrical isolation and de-isolation processes.
-Reviews and recommends HAZOP studies as per the guidelines set by the company. Ensures implementation of all safety issues resulting from such studies.
-Assumes assigned role in the Incident Management Team as per the Facility Response Plan. Workers and equipment in the Electrical Department conform to HSEF regulations and operating personnel are well trained in safety practices and emergency procedures to eliminate incidents/accidents.
Miscellaneous:
-Performs other similar or related activities as assigned by the Ruwais Maintenance Division Vice President.

EDUCATION:
B.E. in Electrical Engineering
WORK EXPERIENCE:
Minimum 12 years experience in a refinery/gas processing plant of which five years should have been at senior management level.

-Familiar with international and UAE refinery industry standards, protocols and codes
-Have knowledge of the Oil and Gas Industry
-High level of electrical technical knowledge and application

Process Engineering Section Head
Experience: 9 to 14 yrs.
PURPOSE OF THE JOB:
Directs and supervises the process engineering activities in the plant that includes studying plant problems, carrying out troubleshooting and de-bottlenecking, and provides solution to the detected problems. Monitors performance of the operating units to ensure optimum yields and minimum consumption of chemicals and undertakes loss prevention related to improve operating efficiency of plants in order to achieve best economic results. Optimizes operations costs, modifications and new projects. Reviews new projects design basis and follows up on execution of start-up and test-runs for such projects.
RESPONSIBILITIES:
-Reviews reports prepared by Process Engineers / Sr. Process Engineers. Discusses irregularities/ abnormalities and advises on the actions to be taken for troubleshooting. If required, discusses with Operation Department and provides troubleshooting/ recommendations.
-Identifies problem areas, discusses and recommends solutions in collaboration with Senior Process Engineers.
-Guides and directs for execution of test runs on plants and processes. Ensuring that all precautions are in accordance with companys HSE standards.
-Directs the evaluation of existing technology vis--vis new developments/technology to determine its suitability/ feasibility prior to replacement, revamping of existing facilities.
-Ensures the application of all modern tools, simulation models etc.
