HSE Manager
Experience: 10 to 20 yrs.
ABOUT CLIENT :
An exciting opportunity with an established leading Middle East based National Oil Company, that functions throughout onshore development sites as well as in the shallow coastal waters with a number of productive oil fields.
JOB PURPOSE AND SCOPE :
Ensures that the company HSE Management System is implemented and followed and the annual HSE plan is aligned with both HSEMS and the corporate annual HSE plan submitted by HSE Division.
Setting KPIs and targets for HSE and environment
Prepares and maintain updated ICS organization to respond 24 hours per day to all emergency incidents involving control of fire, onshore oil / gas releases, rescue or other pertinent incidents.
Ensures all aspects of emergency preparedness and resources are in place and appropriate for the identified risks and simulated/ checked for effectiveness through emergency exercises and drills.
Overseas providing 24 hours fire brigade coverage for immediate response to fire alarms and emergencies at plants, clusters, administration buildings, workshops and accommodation.
Ensures that all testing and maintenance of fire fighting equipment (both portable and fixed) are achieved on time with no backlog record in Maximo and comply with integrity and certification requirements.
Ensures that all incidents are investigated and reported in line with ADCO Corporate accident investigation and reporting procedures.
Administer effective communication of lessons learned from accidents / incidents, audits, inspections, etc.
REMUNERATION:

QUALIFICATION AND EXPERIENCE REQUIRED :
BSc in Engineering from University.
Wide knowledge of HSE Regulations and HSE Management System.
Attended leadership team skills training

Ensures Team Leader HSE Training, Team leader Fire/Oil Spill Training Tech officer activities are executed as planned.
Sets HSE Targets, plans, matrices, KPIs and objectives and ensure delivery of established plans
Ensure quality of generated reports, developed documents and trainings, conducted audits & reviewes and provideed technical advice and recommendations.
Accountable for managerial authority, plans and organizing own work as per senior management directives in accordance with professional standards.
Ensure that all HSE Training and Competencies documents are maintained up to date.
Provides HSE strategic direction and advice to Executive / Senior Management
Monitor safety performance specific to the (sub) disciplines
Ensures quality of technical advice, assurance and governance activity.
Ensure effective internal and external communication channels
REMUNERATION:

QUALIFICATION AND EXPERIENCE REQUIRED :
Bachelor degree in Engineering, Science or other relevant discipline.
Preference of additional higher professional qualification such as MSc, MBA, etc.
Preference of a recognized Safety Diploma, professional qualification in HSE (6-12 months), i.e. NEBOSH, IOSH, OSHA, NVQ Level 4.
10 years in HSE at least 5 years in HSE training experience preferably within Oil & Gas industry.
