Job Description
REPORTS TO: Finance Manager or Country Controller
DEPARTMENT: Accounting
LOCATION: Various countries of operation
BASIC FUNCTION:
Assist in providing the direct financial and commercial support for personnel in our countries of operations and service center personnel. Provide the expertise and guidance to ensure compliance with the company's policies and procedures and related internal controls as well as any country specific regulatory requirements. Finance contact with our Customers in the country to ensure adequate cash management/receivables collection. Ensures management is provided with relevant and accurate financial information in order to make informed decisions.
Duties:
Analysis and Reporting
Review of assigned rig(s) monthly revenue summary that explains the current month financial performance versus latest forecast/budget prior to submission to Corporate
Preparation of company standard monthly Management Reporting including MD&A and location Dashboard, and assist in sharing with local Management team and Corporate.
Final review of all BUDVAR's for each cost center in the country before presenting the reports to cost-center Managers to update them on their financial performance for the period.
Preparation of analysis to assist Finance Manager/local management in understanding consolidated country financial information as required.
Assist Finance Manager in preparation of quarterly Significant Issues Memo for submission to Corporate.
Monthly review of assigned cost center(s) Project Authorizations to monitor expenditures against approved values and interacting with Rig Manager to ensure any required supplemental PA is submitted and approved prior to funds being committed.
Ensure all cost center managers review and verify the monthly payroll reports for their assigned rig/overhead.
Liase with Rig Managers and Houston Property Accounting to ensure timely processing of required capital paperwork to place the asset in service and retire as appropriate. Review monthly Static CIP reports.
Contracts, Invoicing and Receivables
Review and understand the assigned country external customer contracts and prepare or review and distribute Contract Brief for management and service center use.
Ensure all Customer contracts are created timely in the Contracts Module by appropriate service center personnel in advance of contract amendments to allow for accurate monthly reporting.
Responsible for the preparation of escalation / change of locale calculations to allow for timely and accurate revenue reporting.
Liaise with Rig Manager to ensure timely receipt of information to allow timely management reporting and preparation of customer invoices by designated accounting support in the hub.
Assist service center Accountant in preparation of customer invoices for Rig Manager review and approval prior to submission to the customer.
Responsible for monitoring and collection of receivables involving Customer contacts and operational personnel should this be required. Preparation of revenue recognition assessment on collectability of receivables.
Preparation of any bid evaluations/CPC's for the country as per policy & procedures as well as any Contract Performance Evaluations requested by management.
Budget and Forecast
* Assist the coordination of the Long Term Activity reporting.
* Responsible for coordination and submission of the Budget/Forecast(s) exercise for applicable country utilizing local time-lines/guidelines where applicable to meet submission dates.
* Responsible for the input of the Budget/Forecast of all the costs centers in the country in the company forecasting system. This should include a critical review of the consolidated financial data during each exercise to ensure projections are accurate (in-line with assumptions and relevant trends).
* Preparation of any materials to assist management team in understanding and verifying their Budget/Forecast prior to submission.
* Distribution of final approved Budget documents (and Forecast should this be required by management) to the country management team.
Internal Controls
* Ensure all functions in the country are in compliance with accounting policies, procedures and documented internal controls for that location.
Quarterly verification by way of submission of Internal Control Questionnaire
Additional Responsibilities
* Assist Finance Manager/Country Controller in compliance with local regulations including VAT, PIT and WHT filing as well as any statistical reporting in the location as applicable.
* Coordinating any finance related Audits as required.
* Assist service center Accountant and Finance Manager/Country Controller in timely preparation, review and submission of Statutory Local Books per local regulations.
* Assist in the coordination of local funding requirements while optimizing cash balances
Ad-hoc miscellaneous duties as assigned.
QUALIFICATIONS:
EDUCATION:
Accounting or Finance degree.
EXPERIENCE:
A minimum of 3 - 6 years professional experience in Transocean or engaged in business lines similar to those of the company.
SKILLS:
* Advanced Microsoft Office knowledge
* Strong aptitude for existing company systems and how they interact.
* Excellent oral and written communications skills.
* Strong organizational & analytical skills - position requires the ability to work on various priority tasks simultaneously and complete them efficiently.
* Ability to take the initiative and work on tasks both individually and as part of a small team.
* Strong work ethic with a positive attitude and willingness to meet deadlines.
