Chartered Accountant for Construction Company in Papua New Guinea

    POSITION DESCRIPTION : COMPANY ACCOUNTANT . ( CA - compulsory) non-CA's need not apply. 

    LOCATION : PORT MORESBY - PAPUA NEW GUINEA

    RESPONSIBLE TO : GENERAL MANAGER 
    or as otherwise delegated from time to time.

    Purpose: 

    The COMPANY ACCOUNTANT prepares, manages and implements management and financial accounts for the company, liaises with company's
    South Pacific office for consolidation of accounts into the South Pacific Division accounts for reporting and record purposes. In addition the COMPANY ACCOUNTANT 
    manages and controls the Expatriate and National Employees payrolls, handles all insurance matters, bonding issues and foreign
    exchange and implements company secretarial matters and general administrative affairs.

    Report to position: Assistant Accountant; National accounts and administrative staff.

    Description: 

    The position of COMPANY ACCOUNTANT is responsible for preparing management and financial, receiving and monitoring projects accounts 
    and consolidating all accounts into the company accounts and balance sheet for reporting and record purposes.

    The COMPANY ACCOUNTANT is responsible for control of company payrolls for local and expatriate staff inclusive of directly administering the
    expatriate payroll and taxation requirements, including the processing and payments of salaries to expatriates.

    The COMPANY ACCOUNTANT is responsible for the co-ordination and administration of all insurance matters for Company.

    The COMPANY ACCOUNTANT is responsible for the establishment of tender, performance, retention and maintenance bonds and securities through the 
    approved bonding and securities agencies for tender and project works.

    The COMPANY ACCOUNTANT is responsible for all secretarial matters, taxation requirements and statutory requirements associated with the company. 

    The COMPANY ACCOUNTANT is responsible for handling and controlling bank accounts and foreign exchange issues related to the business requirements of the Company.

    The COMPANY ACCOUNTANT is charged with upholding confidentiality on company related mattes and operating within company defined policies and procedures.


    Challenges: 

    The COMPANY ACCOUNTANT is a key contributor to the business performance of the Company where by the nature of the high-profile business many challenges 
    are raised in securing information for consolidation towards meeting deadlines for completion and presentation of management and financial accounts and key
    performance indicators. The nature of the work and the environment make the task demanding and difficult.

    Accountabilities: 

    1. Operation, through subordinate staff, of the computerised accounting systems including cash books, journal, contracts ledger, debtors ledger, 
    creditors ledger, sub-contracts ledger, assets registers and general ledger.

    2. Preparation of monthly financial statements, balance sheets and administrative statements in accordance with company policy and formats.

    3. Preparation of half year and yearly internal accounts and annual statutory accounts to the satisfaction of the auditors. 

    4. Preparation of company taxation returns.

    5. Assistance and liaison with projects staff in costing and financial reporting issues and analysis.

    6. Control and administration of company payrolls for local and expatriate staff inclusive of directly administering the expatriate payroll and taxation requirements.

    7. Company secretarial duties including of filing of all necessary statutory returns, ensuring compliance by the company with all statutory and legislative requirements, 
    regulations and bylaws, giving of all notices, and ensuring compliance with all requisite shareholders and directors meetings and requirements.

    8. Preparation and reporting on cash flow.

    9. Organisation of finances, loans, and bank overdraft facilities to meet with the cash flow requirement for the operation of the business. 
    Arranging suitable short and medium term interest bearing deposits for surplus funds. 

    10. Co-ordination and input into the preparation of strategic plans, annual financial plans and budgets, marshalling input data and consolidating overall Company 
    Strategic plans and Budgets to the required formats.

    11. Monitoring company overhead performance against budget and reporting monthly to the General Manager on variances.

    12. Arranging with Bonding Agencies for Bid, Performance, Retention and Maintenance Bonds for construction projects. Maintaining a Schedule of all Bonds
    with expiry dates and ensuring release from Bonds at the appropriate time.

    13. Administration of Company Insurance Policies, including liaison with Insurance Brokers to ensure conformity and cover is adequate and appropriate for purpose and regularly updated.

    14. Administering, processing and controlling Insurance Claims in a timely manner and following up processing by Insurers on a regular basis.

    15. Liaison with the Departments of Immigration and Labour in arranging work and residency permits and renewals for expatriates.

    16. Controlling, training and developing accounts and administrative support staff and maximising the effect of localisation of positions.

    17. Interface and liaison with other functional managers and staff in areas related to the duties and responsibilities of COMPANY ACCOUNTANT.

    18. Upholding confidentiality on company related matters and operating within company defined policies and the laws of Papua New Guinea.

    19. Ensuring protection of the companys commercial interests at all times in any or all circumstances.

    20. Commitment to provide necessary training needs and direction to national staff under his control.

    21. Such other duties and responsibilities as are from time to time assigned to the COMPANY ACCOUNTANT.


    Qualifications Required: 

    1. The position calls for a mature person with minimum of five years proven track record, professional background and excellent inter-personal skills.

    2. Qualification eligible for registration with the PNG Institute of Accountants on assuming the position, knowledge and competency in accountancy and 
    practices in a construction environment and/or a service industry.

    3. The ability to communicate effectively with Clients, Bankers, Financial Institutions, Professional Practices, Projects and Office staff, subcontractors and 
    suppliers at relevant levels of their organisations.

    4. The ability to negotiate, plan, organise and interface in with all parties to the accounting and secretarial process.

    5. The ability to plan, organise and manage time and resources to the demands of the tasks of the COMPANY ACCOUNTANT. 

    Personal Qualities: 

    1. Mature temperament and responsible attitude.

    2. Show initiative in all aspects of his company role.

    3. Must display a good relationship with staff at all levels.

    4. Must be able to communicate in an objective and technical manner.

    5. Punctual and efficient in the organisation of himself.

    6. Prepared to travel to remote locations of Papua New Guinea.
