Job title - Senior Operations Engineer
The job holder is accountable:
1. Supporting and directing (as appropriate) Production Operations in their responsibility to achieve RoK Milestones (namely Commercial Production), the ramp up to full capacity and sustained Production Operations.
2. Ensuring the existence of a Production Operations Business Model that effectively manages transition (assets and support functions), asset handover, and sustained production operations.
3. Ensuring the development and delivery of the OR&A Plan, and that it is supported by effective Project interfaces.
4. Ensuring the Production Operations Companies develops and delivers comprehensive Asset Reference Plans for each group of assets (e.g. Phase I, etc.) and support to the Venture Asset Reference Plan.
5. Facilitating the integration and interface management to allow Companies’ to perform and meet the broader Venture expectations; and monitor progress and results.
6. Integrating Production Operations Assurance Plans into Integrated Assurance Plan, and monitor performance against the Plans.
7. Orchestrating internal “Production Business” Reviews and “Production Delivery (Monitoring)” meetings (internal with Companies and external with RoK Authority).
8. Supporting the Companies and other venture directorates in obtaining Production Operations related Venture and RoK approvals.
9. Collection from companies, preparation or presentation of information to CoVs at Technical Committee monthly review meetings.
The job holder is responsible for:
1. The existence and verification of robust Production Operations based Integrated Activity Plans, Business Plans, and Asset Reference Plans; and their relevant integration with Venture Plans (e.g. Venture Reference Plan, etc.).
2. Reviewing and challenging the Companies Annual Work Program and Budget submissions based on Venture premises and assumptions; presenting and defending the submissions before Stakeholders.
3. Supporting the Production Operations Agents in defining and delivery assurance events as necessary to address risks and Management System (governance) requirements, with special emphasis on Operating Integrity and Shutdowns / Turnarounds.
4. Development of preliminary OR&A Plans, Operating Philosophies/Strategies, OPEX, integrity plans, etc. as input to Project Development Studies.
5. The existence of a Production Planning / Forecasting process that is effective in meeting the requirements of the business, as well as that of the Stakeholders.
6. Integration between Venture, Companies and the Transportation Manager for hydrocarbon accounting, product lifting, internal/external reporting, and Finance system interfaces.
7. Development and continuous updating of a Venture-wide OPEX Model as input to the Venture Reference Plan; work closely with the Production Operations Company(s).
8. Monitor and supporting the Companies in Change Management and Risk mitigation requirements, ensuring escalation into processes as appropriate.
9. Ensuring integrated handover plans exist and are progressed by Companies.
10. Liaise with Project Delivery Managers to ensure a seamless/transparent handover from Project Delivery to Operations; primarily facilitated through the existence of effective Project to Production Operations interfaces.
11. Liaise with Drilling Delivery Manager to ensure integration of plans, well documentation transition, timely execution of well integrity verification activities, and close-out of SIMOPS concerns.
12. Preparing Production Operations information for the Management Committee, Technical Committee, and ConCom, as required.
13. Support the Production Delivery Manager with respect to review of Contracts submitted by the Production Operations company to the COMPANY Contracts Board.
14. Mobilizing and coordinating resources (Venture, Partners, Companies or others) to secure technical input or to resolve matters of particular interest.
15. Ensure compliance with Venture policies and processes as specified in the Company Management System, e.g. HSE Policy, Business Ethics.
Ensure compliance of all relevant PSA and RoK requirements
Qualifications & Experience:
The job holder must have:
· Engineering degree or similar
· 10 to 15 years in the Oil and Gas industry, with international exposure as a plus
· Understanding of complex project development and operational readiness processes
· Track record in senior Operations position within an operating company. Extensive depth and range required of operating technical expertise developed over a long period of field operation and project interface. Experience is required in the following areas:
o Work preparation, scheduling and execution – skill
o Operating Integrity – skill
o Maintenance campaigns / Turnarounds – skill
o Performance based HSE, preferably in a H2S environment – skill
o HC Production information management- skill
o Logistics – knowledge
o Well services – awareness
o Production Engineering in operations – awareness
o SIMOPS and CONOPS experience (Construction – Ops/ Drilling –Ops)– knowledge
Experience in effective communication, influencing and leading in complex and international environment
Oil and Gas Company is looking for HSE Engineering Manager in Astana office, 5/2
To Develop and maintain Company Management System (CMS), mainly related to Technological risks assessment methods, tools and criteria.
Provide HSE engineering functional support to the development teams.
The primary roles and responsibilities of the HSE Engineering Manager are twofold as summarized above. It consists in managing a team of HSE/ Risk engineers and specialists , recruit and supervise necessary personnel (including meeting the RoK staff nationalization objectives) , to perform the following functions:
· Assist the HSE general manager in developing and maintaining the HSE Management System, particularly the elements related to technological risk assessment and HSE risk management during the design phases of project lifecycle.
· Assist the HSE general manager in defining and ensuring the effective implementation of the long terms HSE strategic objectives and the subsequent yearly tactical objectives in the frame of the continuous improvement cycle of the organization.
· Provide advice, support, guidance and input to RoK Authorities, Certification Bodies and Third Party organisations as necessary in liaison with other entities.
· Ensure that lessons learnt from EP and the activities in general project teams are incorporated as necessary in COMPANY CMS and design practices.
· Develop and maintain the registers of venture HSE risks and venture MAHs, as well as tools and methods
· Provide necessary HSE engineering expertise support and assistance to planning and Technical teams in the frame of their activities
· Provide HSE Engineering input and support to Engineering and Development teams in all HSE related matters during Project Definition phase (preliminary studies, conceptual studies and pre-project studies)
· HSE activities consist in :
- Identification of HSE Hazards, subsequent HSE risks, major HSE risks and develop their mitigation plan in design
- Ensure that necessary and pertinent detailed risk analysis (such as FERA, coarse QRAs, EERA, etc…) are performed (including subcontracted to specialized consultants)
- Implement RoK codes, CMS and when not covered by the two first ones, COMPANY General Safety Specifications in design.
- Implement conceptual design measures necessary to propose inherently safe concepts and constitute the premises of the project ALARP demonstration
· Liaise with the Environmental group of the HSE department to coordinate the necessary Environmental support to development projects (Envid, Env baselines and surveys, pre-EIAS, environmental engineering activities, etc…as required)
· Assist project development tasks forces set-up to develop further phases (assistance may consist in performing FERA, QRA or reviewing task force activities in the frame of Quality reviews)
· Assist development lead engineer to identify project key HSE parameters to be included in Statement of Requirements at the end of pre-project; Ensure efficient transition and hand-over from the project define phase to further develop and execute the project.
The Job holder must have
· 15 years experience in the oil and gas sector within engineering, production, drilling projects and/or operations, including a fair amount of time on offshore activities
· 15 years experience within safety and/or HSE risks related activities
· Degree or equivalent qualification
· Member of recognized Industry Institution is a plus
· Project experience at concept selection, FEED, Detail Design, and Construction.
Required Competencies:
Given the extremely high intensity and prominence of the H2S/toxic hazard on the XXXXXXX reservoir (16%, 780 barg WHSIP), special attention shall be paid with respect to the skills of the candidate in technological risk management and toxic risk assessment.
The Job holder must have proven
· Broad understanding of the technical issues of petroleum exploration, drilling, design and production activities.
· Good understanding of International standards and guidance to be applied to the Project activities
· Broad understanding of the Safety Regulations appertaining to the North Caspian Area is a plus
· Team worker and self-motivator
· Good personal, diplomatic, supervisory, written and presentational skills
