Contracts and Procurement Team Lead (Kazakhstan)


Work as part of a team of contracting and procurement staff in the provision of CP services throughout the pre and post award stages of the CP process and advise Contract Holders in all aspects of Commercial issues.
Manage and administer his/her own portfolio of contracts in addition to the responsibilities described herein.
Develop contracting and commercial strategies and obtain the requisite approvals for such strategies from management.
Advise, guide and support the team of contracting and procurement staff on the fundamental principles, processes and procedures to be adopted in developing and implementing CP strategies and related CP tactics.
Ensure that the Shell Group Wells organization is fully involved and engaged for key commodities and that the category management intelligence and solutions are applied to maximum benefit in the CP strategies.
Implement contractor and supplier prequalification to secure the requisite capacity and competency while realising the local content plan.
Implement the approved CP strategy in tender and contract documentation in a manner that capitalises on market realities and that achieves an equitable balance of risk between Company and its contractors and suppliers.
Maintain a close working relationship with finance, legal and other functional teams to ensure that CP documentation is compliant with reporting and controls requirements and all fiscal and legal regulations.
Implement the approved tender, bid evaluation and contractor selection process to deliver best value to Company.
Ensure that tendering, bid clarification evaluation and recommendation for award processes are in compliance with the procedures governing the activities of the Company and the Company  Statement of General Business Principles.
Implement comprehensive post award contract management plans for all major contracts awarded.
Ensure all variation requests are dealt with in a timely manner and all contractual matters are addressed so as to avoid undue escalation and claims. 
Implement the approved process for the resolution of contractual disputes and ensure that input is received as necessary from other functional experts. 
Implement the CP Plan and the representative suite of KPI’s ensuring the CP team’s performance at all stages.
Implement a governance and assurance framework that satisfies the requirements of the PSA and  Company internal requirements.
Provide a quality control review of all CP documentation generated and ensure full conformance with the approved contracting and procurement procedures.
Mentor CP team members and promote development of a cadre of national CP staff professionals. 
Work in close cooperation with other Senior Contracts Engineers to facilitate a continuous exchange of knowledge and ensure that lessons learned from other parts of the business are adopted as appropriate. 
Ensure that contracts and purchase orders are closed out in a timely manner and in accordance with the approved contracting and procurement procedures.
Ensure knowledge is proactively transferred to Kazakh CP staff through coaching and mentoring.
 
Qualifications & Experience:
Comprehensive understanding of CP in Joint Venture environment. 
Creative and detail-oriented thinker capable of developing innovative solutions and a motivated self-starter with a track record of delivery.
Applied knowledge of effective local content development. 
Proven record of involvement with multi-national and multi-cultural teams.
Experience of working in frontier environments will be an advantage. 
Skilled in CP professional competencies.
Understanding of strategic, technical, legal, finance, taxation and commercial issues, able to cope with complexity and uncertainty. 
10-15 Years of professional CP experience preferred 
Ideally experience in UI Business

In order to process work permits in Kazakhstan the authorities require high educational qualifications. Bachelor degree level or higher is the norm. However, for certain roles, HNC/HND in the UK or HTS/MTS in the Netherlands can be acceptable – but not guaranteed. Applicants without these qualifications would not be considered.
