General Manager for Arrow General Supplies Co. Ltd., Kabul - Afghanistan

Duty station: Kabul Afghanistan with possible travel to the required sites within country.

Aim of the post: Manage and be responsible for renewable energy projects of Arrow General Supplies. 

Responsibilities:

Scope of Work 

  • The Renewable Energy General Manager is responsible for:
  • Preparing renewable energy project models
  • Preparing project concepts
  • Preparing project proposal 
  • Responsible for all renewable energy related work 
  • Preparing renewable energy investment plans
  • Implementing of the renewable energy projects plans
  • Monitoring and evaluation of the progress of the renewable energy projects 
  • Preparation of the annual plans, including proposed changes needed based on the evaluation of the progress of the renewable energy projects 
  • Preparation of an investment strategy for projects and organize call for proposals to provide co-funding for the development of Large to medium scale RE projects in Afghanistan. 
  • Liaising with the international donors to find fund for renewable energy projects.
  • Identifying and study aspects of use of renewable energy (Sun, Wind, MHP, Biomass or Biogas).
  • Identifying and study activities for implementation of renewable energy projects in different parts of the country. 
  • Control and monitor the quality of staffs activities working in the renewable energy project to improve efficiency level of project action plan.
  • Representing company in official meeting, workshops, seminars
  • Providing training to the staff related to the renewable energy projects of the company to build their capacity
  • Execution of task/ project, technical feasibility and commercial viability of medium and large scale renewable energy solutions;
  • Preparation of an investment strategy for projects and organize call for proposals to provide co-funding for the development of Large to medium scale RE projects in Afghanistan. 
Deliverables Renewable Energy General Manager will produce the following deliverables: 

  • Annual plans for renewable energy project models\
  • Quarterly, Bi-annual and Mid-term review reports on the renewable energy projects activities 
  • Evaluation and ranking of proposals received under the competitive bidding system of the country 
  • Visits to possible projects sites to prepare project progress reports
  • Preparing recommendations for budget needs based on annual action plan of the company. 
  • Preparing drafts to attract donors to invest in the field of renewable energy production to project concepts. 
  • To provide technical and logistical information for company and regarding renewable energy projects.
  • To prepare detailed programs or timeframe of renewable energy plan in the country.

Detailed information

Duties and responsibilities

  • Under supervision of AGSC Board of Directors the General Manager will:
  • Provide the day-to-day management, monitoring and evaluation of project activities as in the agreed project work plan and time schedule; 
  • GM will be responsible for profit and loss of the project
  • He will also be responsible for business planning and is accountable/responsible for business management.
  • Elaborate the work plan for the entire project and ensure its effective execution; create synergies to the work plans to increase the impact of the project activities;
  • Provide regular progress reports and organize the regular meetings of the Project Steering Committee (PSC); 
  • establish a monitoring and reporting framework at the beginning of the project; recruit, coordinate and supervise the assignments of the external (e.g. international and national trainers, consultants); 
  • supervise the administrative assistant; facilitate the visits and logistics of the international consultants, if any;
  • identify, coordinate and monitor the execution of the projects; appraise the relevance, feasibility, effectiveness, efficiency and sustainability of the projects
  • Provide technical inputs; regular reporting on the progress of each incoming project will be required.
  • It is expected that the GM will visit all the project sites to check progress and completion.
  • provide quality assurance throughout the project cycle for the wide range of different types of projects and activities 
  • Ensure smooth coordination and communication between all involved project stakeholders and the governmental organizations in Afghanistan.
  • Liaise with the international and national training experts to develop a detailed work plan for the execution of a train-the-trainers program (including schedules, roles and responsibilities, milestones etc). 
  • The GM will be responsible for organizing a series of meetings with Donors, Government Entities and International bodies.
  • be responsible for the design, development and maintenance of the project 
  • be responsible for designing and awareness raising program to communicate the benefits of Large to medium scale renewable energy 
  • To establish a required team responding to the needs of upcoming projects. 
  • Search for new opportunities and prepare the necessary documentations to win the bid.

Requirements:

  • To have a complete knowledge of RE of the region i.e South Asia
  • At least Bachelor university degree in electrical engineering, energy economics or equivalent study with energy focus;
  • More than 8 years work experience in project and managerial positions in the electricity sector 
  • Extensive knowledge of renewable energy (particularly wind and solar), including legal and policy frameworks, business and investment projects;
  • Experience with international organizations is an added value Proficiency in English. 
  • Ability to work under pressure and handle politically and culturally sensitive issues;
