Railway Project Manager for State Corps in Kabul, Afghanistan

STATE CORPS (SC) is an engineering and construction firm registered with U.S government, government of Afghanistan (AISA) and has active branches in Dubai, Turkey, Qatar, Bahrain and Virginia State of America. The company has experience of implementing huge construction and power projects in Afghanistan and Middle East. SC is actively working in Afghanistan since last one decade and has proven performance record of executing large projects.

Job Summary: 
Project management responsibilities include delivering every project on time, within budget and scope. The incumbent should have a background in railway & road skills, management, budgeting and analysis.

Duties and Responsibilities:
1. Assist requirements on scope of work for engineering services and engineering execution plan.
2. Coordinate internal resources and third parties for the flawless execution of projects.
3. Ensure that all projects are delivered on-time, within scope and within budget.
4. Developing project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
5. Develop a detailed project plan to track progress.
6. Use appropriate verification techniques to manage changes in project scope, schedule and costs.
7. Measure project performance using appropriate systems, tools and techniques.
8. Report and escalate to management as needed.
9. Manage the relationship with the client and all stakeholders.
10. Perform risk management to minimize project risks.
11. Create and maintain comprehensive project documentation. 
12. Ensure resource availability and allocation.
13. Specifying the requirements for the project
14. Adapting plans, according to circumstances and resolving any problems that may arise during construction
15. Playing a part in the overall design of the project
16. Travelling regularly to building sites, proposed locations and client meetings.
17. Perform any task that is given by the department.

Qualifications:
1. Graduated of railway, road, civil engineering (master degree and railway preferred).
2. Must have 3-8 years of relevant experience on the road and railway.
3. Must have 3 years of experience in road or railway design.
4. Should be able to relocate to Kabul, Afghanistan.


Skills:
1. Experience in using computer-aided design (Auto CAD, Civil 3D, prime Avira or MS projects).
2. Road and railway design.
3. Organization, project management and planning skills, MS Project, including the ability to juggle multiple tasks.
4. An analytical mind with excellent problem-solving ability
5. Leadership skills as well as the ability to work well within a team of other professionals
6. An awareness of the specific environmental and social impact of your projects
7. Team working
8. Excellent communication skills, both written and oral in English, Dari or Pashto languages
9. High levels of creativity and imagination
10. Willingness to work long hours, under time and budget pressure.
