- 1. Civil Engineer / Resident Engineer
Professionally qualified civil engineer, or equivalent, preferably 10- years experience in construction supervision of infrastructure with sufficient experience in steel girder bridge design and structures of magnitude and nature similar to those of the Project. Experience in working as part of a team managing several construction contracts, including progress and cost reporting. Experience in piling, earthworks, concrete works, structural steelwork, unbound pavements and bitumen surfacing. Familiar with FIDIC Conditions of Contract, and possesses experience in managing preparation or execution phases of construction projects. Responsible to the Engineer for the overall quality assurance for the construction supervision services in compliance with international quality assurance standards. Familiar with all bridge construction codes and standards in PNG, experience in quality control, environmental management, and social and gender awareness would be well regarded. Familiar with Road Safety measures

Professionally qualified BSc. or equivalent in environment or related field preferably 10 yearsexperience in environmental management and monitoring. The specialist will have prepared or assisted in the preparation of preferably 5 EIAs for infrastructure projects financed by bilateral or multilateral institutions. Sufficient experience in conducting environment studies and preparing EMPs to comply with the EIB and according to ADB Safeguard Policy Statement and relevant requirements for construction projects with environmental impacts similar to those of the Project. Sufficient experience in monitoring contractorscompliance with environmental provisions of the contract and preparing required documentation for construction projects. Capacity to train staff and contractors in environmental safeguards. Previous experience in PNG will be well regarded
4. Social & Gender Specialist
Qualified BSc. or equivalent in social development or related field preferably 10-years experience in social development planning, implementation, gender and monitoring of social development programs. The specialist should have preferably prepared 5 social development plans in infrastructure projects, and have been engaged in preferably 3 similar development implementation, including those including indigenous peoples/ethnic minorities. Use to conduct gender awareness training for project staff at all levels. Help organize awareness training or education programs, including HIV/AIDS, gender awareness, and road safety education programs, by overseeing the design and content of training programs. Monitor the impact of training programs. Facilitate equal participation, consultation, and training of women participating in project activities, including construction work, maintenance activities, road safety programs. Pay particular attention to potential resistance to womens participation, and facilitate conflict resolution, as required. Develop monitoring and evaluation indicators of GAP and ensure that community engagement and gender issues are properly addressed in all project activities. Collect sex-disaggregated data for baseline, mid-term, and final monitoring surveys and analyse the progress of GAP and other gender issues in monitoring reports.
5. Resettlement Specialist
Qualified BSc. or equivalent in social development or related field, with preferably 10-years experience in resettlement management, implementation of social safeguards, gender and complaints resolution Experienced preparing required documentation and have been engaged in preferably 3 similar projects in resettlement monitoring and implementation of social safeguards for construction projects with social and resettlement impacts similar to those of the Project. Capacity to train staff and contractors in social/resettlement safeguards. Previous experience in PNG will be an asset.
