1. Contribute to the development and implementation of an effective financial strategy, policies and procedures, taking into account the University's Strategic Plan, best practice and legal requirements.
2. Provide strategic financial planning advice and financial management information to the Provost;
3. Progressively establish secure, integrated and confidential computerized databases and management systems for all aspects of financial management and use these to set and monitor the achievement of performance indicators for all areas of activity;
4. Ensure financial system codes are in place to enable devolpement of budgets to responsible budget holders, particularly Dean of Schools, Chair of Departments, Director of Departments and Divisions and to provide regular financial management information;
5. Supervise directly accounts at the end of each month and at the end of year and monitor closing accounts;
6. Regularly update the University's Financial Regulations to provide clear explanations and guidelines of financial policy and procedures for responsible budget holders;
7. Ensure compliance of  Univ financial regulations and policy with the requirements of external funding bodies, including with KRG's financial regulations and applied policy;
Ensure financial compliance within all external contracts;
8. Manage and develop all aspects of the Univ Finance Team, including work planning, staff development and appraisal and performance assessment;
9. As an active member of the Univ management team, develop an awareness and understanding of the key activities of the Univ and ensure that the work of the Univ Finance Team is fully integrated and responsive to new developments;
10. Provide timely and accurate financial reports to the Finance and General purposes Committee and to the Executive Management Board

11. Provide costing services to project leaders.
12. Take on additional areas of responsibility as required by the line manager.

  1. A degree in Finance or Accounting from a recognized (accredited) university;
  2. Knowledge of local financial and accounting systems and procedures.
  3. Good knowledge in Decentralized Financial System and Accounting System;
  4. Good knowledge in using computer-based financial management systems;
  5. Excellent knowledge in the programs: MS Office (Word, Excel and Access) and Database;
  6. Significant work experience in Finance and Accounting;
  7. Ability to establish and develop financial systems appropriate to new activities;
  8. Ability to manage work area independently;
  9. Good leadership skills in staff management, appraisal and training;
  10. Ability to work under pressure and work for irregular hours;
  11. Excellent spoken and written ability in English language: Reading, writing and speaking; Arabic languages will be desirable.
