Safety Engineer for Petroleum Development Oman - PDO

Experience: 7 to 12 yrs.


Provide Technical Safety Engineering assurance and support to PDO function, asset and projects.

Support functions with delivery of yearly Business plan Technical Safety requirements.
The multiple positions as Tech safety engineer can be in the Corporate function, the PDO FEED office or in the Central Project Delivery organization.
Depending on availability and development needs transfer between various TSE roles during the assignment can be discussed and implemented.

General Accountabilities:
? Technical Authority (TA-3) for technical safety engineering design and engineering issues.
? Provide advice and guidance to project and asset on the appropriate risk mitigation measures required for operational and integrity related Technical/Process Safety issues.
? Contributing to maintenance and update of relevant safety engineering standards.
? Provide guidance, development and lateral learning to other Technical Safety Engineers in PDO.
? Work with specialist Technical Safety Engineering Contractors, including work planning and prioritization, QA, and budgetary control.
? Participate in Reviews and Audits in order to facilitate lateral learning and ensure gaps in the systems are addressed.
? Execute Accountabilities and Responsibilities identified in the Decision Control and Authorities Framework (DCAF) Matrix of Accountabilities and Responsibilities. In summary, these include:
o Providing guidance on compliance with PDO standards and Oman legislation relating to Process Safety hazards and seeking discipline approval for step-outs.
o Developing HSE Cases and supporting HEMP studies on behalf of the Operations or Project Manager.
o Ensuring own discipline engineering and design work is successfully delivered and appropriate reviews are conducted.
o Carrying out appropriate discipline and inter discipline checks and reviews of engineering and design work.
o Contributing to the development of execution contracting strategies that compliment designs, construction methods and operating methods.
o Assessing the root causes and learning's from Process Safety incidents to determine appropriate actions and the need for lateral learning.

University graduate in Engineering (Chemical, Mechanical, Fire, Safety, Electrical, Physics or Mathematics).
Minimum 8 years experience in production or engineering of oil and gas facilities, including a minimum of 4years experience in Technical Safety Engineering.
Knowledge of Physical Effects Modeling and Quantitative Risk Assessment, experience with Shell FRED software is preferred.
Able to facilitate Technical safety Engineering workshops. These may include HAZID, Bow-Ties, ALARP, SIMOPs, and Facility Layout and Siting. Knowledge of HAZOP and SIL classification.
Developing ALARP demonstrations for Technical/Process Safety risks and developing HSE Cases.
Knowledge of Shell standards and guidelines, including Sour Gas design and operations standards and guidelines.
Experience with project tech safety management implementation. Previous project experience is expected.
Knowledge of Fire Protection standards and guidelines.
Effective communicator who can influence key stakeholders. Good spoken and written English and IT literacy
