Provides HSE leadership, support and positive intervention during all phases of the project life-cycle, in order to ensure that safe systems of work are implemented effectively and that opportunities for improvement are recognised and executed in accordance with Client and company and regulatory requirements. This role requires the ability to review and input into change management processes, assist in incident reporting and investigation, the review of on-going operations to ensure compliance, risk assessment, and legislation compliance monitoring. Interacts with a variety of functional groups including project team members, regulatory agencies, Suppliers, Contractors and Client representatives. Makes frequent decisions using sound HSE principles and professional independent judgement and has the ability to perform as an HSE leader.
WORK PERFORMED:
Development and implementation of suitable safe systems of work, risk mitigation, project HSES plan and project HSES management procedures; ensure that relevant company HSSES Management System and emergency Response documentation is established, implemented, and maintained.
Verify implementation of project HSE plans and documentation through audits to and ensure compliance during the life cycle of the project.
Provide support and advice to all project and worksite personnel on matters related to HSE.
Organisation and participation in Hazard Identification and Risk Assessments as require.
Participation in incident and near miss investigations and implementation of corrective actions where required.
Identification of trends regarding the actual or potential recurrence of incidents and near misses and providing feedback to the project and Company management.
Actively encourage and promote Safety, Health and Environmental awareness in all Project related activities and worksites.
Development and delivery of Project HSE training courses and initiatives to both onshore and offshore personnel as required.
Effective management of HSES interfaces with internal and external customers and others affected by project activities at the worksite to ensure safe operations in accordance with company HSES standards.
Review and ensure implementation of Client HSES Plans; generate Company/Client HSE bridging documents.
Perform HSES risk assessments on Client and Subcontractor worksites.
Undertake worksite inspections at Client and third party worksites.
Co-ordinate/assist in development of HSE requirements on Subcontracts and Procurement packages (pre/post award).
Participate in and carry out both internal and external HSES audits in line with project Audit schedule
Co-ordination of Project HSE Inspection and Surveillance activities.
Implement, monitor and report Project HSES performance against the Company and Client's HSSE KPIs in accordance with project and company requirements.
Education-Bachelor degree in Occupational Safety and Health, Environmental or a recognised HSE qualification NVQ equivalent is preferred.
NEBOSH level 3 General Certificate is a plus.
5 -10 years' experience in the HSE field is required, preferably in a manufacturing, fabrication, engineering, construction and installation fields in the offshore oil & gas industry for EPCI projects.
Working knowledge of UK HSE legislation and the application of this to oil and gas industry.

Experience in risk management both operationally on projects and in the supply chain

Member of recognised industry body
Working knowledge of ISO 14001 and OHSAS 18001.
Recognised HSES Auditing certification and relevant experience preferred.
Formal Accident / Incident Investigation training is required (e.g., TOPSET)
