Recruitment & Manpower Officer in Abu Dhabi Ship Building PJSC, UAE

Reporting to Manager Recruitment and Manpower Planning

JOB PURPOSE:

To support the preparation of ADSB’s recruitment and manpower plans in line with the Emiratization programs, through advising and assisting departments in their staffing needs and implementation of employee recruitment in line with these plans in order to help departments achieve short and long term objectives through the selection, allocation and optimal use of qualified employees. 

KEY ACCOUNTABILITIES:

Supervision of Subordinates (if applicable)-
 Organise and supervise the activities and work of subordinates to ensure that all work within a specific area of the activity is carried out in an efficient manner which is consistent with operating policies and procedures.
 Provide on-the-job training and constructive feedback to subordinates to support their overall development. 
Manpower Planning and Recruitment Formulation and Implementation
 Contribute to the manpower planning and recruitment strategy and plans in line with the departmental and organisational strategies as well as business needs.
 Ensure that the section’s objectives are effectively implemented.

Manpower Planning- 
 Assist line managers in formulating short, medium and long term manpower plans to fulfil manpower requirements and ensure that appropriate forecast is met on an annual basis, in a timely and cost-efficient manner. 
 Identify manpower needs and vacancies including need for the development of recruitment programs such as labour recruitment programs and management recruitment programs to ensure alignment of organisational needs to manpower plans. 
 Develop a list of job vacancies taking into account the consolidated manpower plans across ADSB.
 Assess initiatives that may impact manpower requirements, i.e. level of business operations and growth plans.

Monitoring Training-
 Coordinate with training and career development section on training programs in order to ensure they are in line with manpower requirements.

Emiratization-
 Assist in the development of nationalisation plan to raise awareness of ADSB in the marketplace as an employer of choice and attract local talent through career fairs and university programs. 
 Implement specific plans for recruiting local graduates/post-graduates from colleges and universities to ensure key local talent is attracted.

Recruitment and Selection-
 In conjunction with the Recruitment and Manpower Planning Section Head, develop the recruitment calendar based on the finalised HR and manpower strategy. 
 Manage the selection process through partaking in interviews and preparation of employment contracts in order to ensure adherence to recruitment systems and processes. 
 Ensure coordination of pre-commencement candidate documentations and services such as employment visas in order to maintain contractual joining dates.
 Work with line managers and the Training and Career Development Section to ensure suitably qualified Emiratis are identified, given priority for all open vacancies to then be trained and developed.

Continuous Improvement-
 Motivate subordinates, if applicable, and contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account leading practices, improvement of processes and productivity improvement.

Policies, Systems, Processes & Procedures-
 Implement approved departmental policies, processes and procedures, monitor adherence so that work is carried out in a controlled manner.

Quality, Health, Safety, & Environment-
 Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls within a defined area of activity to guarantee employee safety, compliance, delivery of high quality products/service and a responsible environmental attitude.


QUALIFICATIONS, EXPERIENCE & SKILLS:

Minimum Qualifications Bachelor’s Degree in Human Resource Management or equivalent
 Relevant professional designations related to HR would be an added advantage

Minimum Experience:
 5 years in an HR role including manpower planning and recruitment of which at least 2 are in a senior capacity.
