1. Basic Function :
To supervise and co-ordinate the provision of various support services on assigned marine rig covering loading/offloading and movement of cargo on the rig, jacking controls, ballast, safety environment and fire fighting equipment and teams, cleaning and painting together with all marine equipment on board. To act as the focal point on the rig for accountability of maintenance by means of applying the Preventive Maintenance Schedule (PMS). To take charge of the rig during rig moves by manning jacking controls and ensuring that all equipment is secured and ballasting is correct. To monitor, co-ordinate and maintain associated records of all preventive maintenance activity on an assigned rig.
2. Work Performed :
a) Supervises the activities of assigned personnel on assigned offshore drilling rig. Performs supervisory functions at the level established by management for the position.
b) Achieves correct rig loading to ensure that daily working variables are within design limits for safe operation of the barge by calculating load distribution and arranging re-distribution of all variable loads to achieve even loading.
c) Calculates leg reaction and leg motor torque necessary to hold correct position and establishes centre of gravity to required safe parameters. Ensures adequate supplies of fuel and water and incorporates weight of the same into calculations. Ensures that leg reaction is less than pre-load reaction and monitors rig levels on a daily basis.
d) Ensures that the hull and structure parts are maintained, preserved and protected by using adequate and suitable paint as per the maintenance procedures for tanks and void spaces.
e) Liaises with Manager (Rig), Mechanic and Electrician to ensure incorporation of maintenance/repair work carried out under their direction in the classification log showing major/minor work undertaken together with date, type and description of work undertaken. Prepares for classification survey to prove the sea-worthiness of the rig. (This record also indicates recurring faults and due maintenance/replacement date of parts and machinery).
f) Monitors the weather conditions and plan in advance accordingly , inform the rig manger in case of any weather warning, and ensure that the rig complies with the design criteria and all related equipments
g) Acts as the focal point for Management of Change.
h) Assists in the training of the new green hands, green hats, and also in the training of assistant barge engineers.
i) Participates in the preparation of the rig annual Budget.
3. Accountability:
a) The safe loading and unloading to and from supply vessels and in which cranes have to be used.
b) Operating or directing the jacking operations associated with the rig.
c) Ensuring the required level of ballast and its’ distribution on the rig, particularly at times of rig move.
d) Ensuring the safe stowing and securing of moveable items in preparation for and during a rig move.
e) Ensuring rig is within the agreed variable load as per operating manual.
f) The protection of the rig by the timely and correct cleaning and painting.
g) The enforcement of all HSE precautions, rules and regulations on the rig, with Rig Manager & FSE.
h) Co-ordinating and ensuring efficient adherence to the Preventive Maintenance Schedule for Barge Engineer activities/items on the assigned rig.
4. HSE Responsibility:
a) Establishing HSE target objectives for his supervisory staff.
b) Implementation and follow up of rig site HSE plan.
c) Attending rig safety meetings.
d) Implement HSE elated recommendations from various sources.
e) Undertaking periodic testing, inspection & certification of safety equipment.
f) Review, action & encourage the use of hazard reporting.
g) Promoting safety awareness within their sphere of responsibility.
h) The safety performance of subordinate staff (including contract staff).
i) Taking all measures necessary, including disciplinary, where non compliance with the HSE manual and its’ associate directives and/or legislation is observed
5. Integrity Responsibility:
a) Ensures that processes and procedures on board assigned rig comply with NDC asset integrity requirements.
b) Ensures that all personnel and contractors reporting to the job holder on the assigned rig are fully trained in the requirements of NDC Asset Integrity policies and procedures (particularly Management of Change, Materials and spares quality management systems and Integrity reporting).
c) Ensures that any modifications to rig, equipment, procedures and personnel are carried out in accordance with the corporate MOC standard.
6. Work Contacts :
a) Has frequent contact with immediate associates at all levels to exchange information, give instructions and ensure co-operation to ensure barge and personnel safety.
b) Has regular contact with service contractors' on site, supply boat officers involved in transportation of materials and supplies and to direct mooring, loading and unloading activities.
7. Independence of Operation :
a) Works according to maintenance barge operations plans and professional standards.
b) Ensures the barge sea worthiness to meet drilling and floating requirements and checking location suitability.
c) Supervisor reviews completed assignments.
Minimum Requirements :
a) B.Sc. in Marine Engineering or equivalent.
b) 6 years' related experience preferably on rigs similar to those used by NDC.
c) Good knowledge of spoken and written English.
d) Must be computer literate
