7.5 Function of VTS Operators 

The VTS Authority has developed a detailed job descriptions for VTS operators at each VTS center, based on the services to be provided by the particular center and the equipment available. The function of VTS operator as set out in this paragraph is intended to provide a broad guide to the tasks expected to be undertaken by a VTS operator. 

7.5.1 Job purpose 
The purpose of the position of a VTS Operator is to operate the Vessel Traffic System in order to ensure safe and efficient movement of vessels within the area of jurisdiction. 

7.5.2 Activities and tasks 
a) Interact with ships to deliver the VTS services as defined by the Competent Authority. 
b) Operate equipment for communications, data collection, data analysis and establishment of a traffic image. 
c) In an Information Service (INS) transmit information at appropriate times, at the request of a vessel or when deemed necessary by the VTS, for example a sudden deterioration of weather conditions. 
d) In a Navigational Assistance Service (NAS) transmit such information as may be needed to aid a ship in difficult navigational or meteorological circumstances or in case of defects or deficiencies. The assistance will be given upon request by a ship or when deemed necessary by the VTS. 
e) In a Traffic Organization Service (TOS), organize the vessel traffic within a waterway by means of, traffic monitoring and traffic regulations using, as appropriate, nautical knowledge of the area concerned, the traffic image and suitable marine and port information management system. 
f) Operate and update the Port Management & Information system Database, maintaining records of all ships calls, time log, and movement information. 
g) Respond to emergency situations such as distress, marine pollution and other special circumstances defined for the VTS area. 
h) Where arranged, co-ordinate communications with ships, allied services and other agencies. 

7.5.3 Knowledge, Skills and experience 

VTS personnel undertaking these activities and tasks should hold a valid VTS Operator certificate and an endorsement in the VTS certification logbook for On-theJob Training at the VTS center in which the operator is employed. 

They are also expected to be able to use common software programs such
As Microsoft word & excel, be able to use the web and communicate via email. 

VTS Operators may be considered for promotion subject to the following; 

a)

To have a minimum of three years VTS experience
b) To have received appropriate IALA recommended training V103/2. 
c) To have received favorable reports by the station Harbor Master. 

7.6 Function of VTS Supervisors 

VTS Authority has developed detailed job description for VTS Supervisor at each VTS center where they are employed. The detailed job descriptions are based on the services to be provided by the particular center, the equipment available. The function of VTS Supervisor as set out in this paragraph is intended to provide a broad guide to the tasks expected to be undertaken by a VTS Supervisor. 

7.6.1 Job purpose: 
a. Supervise the activities undertaken at the VTS with regard to the types of service provided; 
b. Supervise a team, that has the responsibility for conducting the Vessel Traffic Service, to the satisfaction of the Competent Authority as well as vessels and other users; 
c. Ensure that the standards set by the Competent Authority for operator
qualifications continue to be met; and ensure that co-ordination takes place between the VTS, the port operators, and other port facilities and services. 

7.6.2 Activities and tasks 
In addition to the activities and tasks appropriate to a VTS Operator, the VTS 
Supervisor shall: 
a) Ensure that the service provided meets the requirements of both the users and the Competent Authority. 
b) Coordinate the interface between the VTS, allied services and other port facilities and services. 
c) Supervise VTS Operators. 
d) Ensure the efficient running of the VTS operations room. 
e) Carry out assessments of VTS Operators. 
f) In conjunction with On-the-Job Training Instructors, carry out revalidation assessments of VTS Operators. 
g) Reporting of the VTS Supervisor will be on a daily basis to the Harbor Master on duty or his deputy. 
h) Inform the Harbor Master, without delay, of any situation of risk collision,
grounding or violation of Port Regulations being developed. 

7.6.3 Knowledge , skills and experience 
a) VTS personnel undertaking supervisors activities and tasks should hold a current VTS supervisor certificate and the appropriate endorsements in the VTS certification log for VTS Supervisor for On-the-Job Training at the VTS center at which the Supervisor is employed. 

b) Unless recruited directly, VTS Supervisors should preferably have appropriate experience as a VTS Supervisor as required by the Competent Authority. 
c) They are also expected to be able to use common software programs such as Microsoft word & excel, be able to use the web and communicate via email.
