Sathguru has been awarded a subcontract from Cornell University, Ithaca, NY for providing implementation support in Egypt for the USAID funded Center of Excellence for Agriculture (COEA) project. The other project partners include prestigious US Universities such as University of California, Davis, Purdue University and Michigan State University. The Egyptian counterparts include Cairo University and four other Egyptian public Universities. Sathguru is responsible for Financial Management and Administration of the project in Egypt, apart from other key delivery areas. We are seeking a suitable candidate for the role of a Finance Controller for this high-profile project to be based in Cairo, Egypt. 

Job Description and Key Responsibility Areas: 
The candidate will be responsible for complete finance and accounting function of the project. Specific responsibilities and KRAs will include:

1. Accounting, budgeting, MIS and financial management of the project in Egypt. 
2. Implementation of strong internal control procedure and practices. 
3. Project payment and coordination with the bank and vendors.
4. Ensure compliance to all project policies and procedure and USAID regulations in implementation of the project including adherence to procurement guidelines and other prescribed guidelines. 
5. Month, Quarterly and Annual MIS, preparation of invoices and adhoc financial and other information reporting. 
6. Compliance to all local (Egypt) laws including legal, tax and other relevant laws 
7. Compliance to reporting requirement of the local (Egypt) entity to various government authorities in Egypt
8. Coordination with various agencies such as Auditors, Lawyers, other professional consultants with respect to the project activities. 
9. Ensure timely internal and external audit.
10. Financial oversight of Research and Seed Grant recipients. 
11. Archiving of all project information relevant from a Data Audit perspective. 
12. Ensure financial discipline in the organization with utmost attention to appropriate documentation. 

Required Candidate profile
1. Should be a Cost Accountant or Chartered Accountant or MBA (Finance)
2. Minimum experience of 7 years & above (Post Qualification) with exposure to all the functions of large project Accounting & Finance management with experience in handling international Project based accounting.
3. Experience in handling budgeting, compliance and reporting of developmental projects funded by multi-lateral donor bodies like USAID or any other funding agencies is a must.
4. Possess excellent communication skills, both verbal and written. Working knowledge of Arabic will be an added advantage.
