Qualification & Certification:

  • Minimum HSE qualifications with NEBOSH Diploma/IGC.
  • Lead auditor course ( ISO45001 and ISO14001).
  • Professional membership from IIRSM/IOSH is preferred.


Responsibilities



Health, Safety and Environmental Manager

  • Adhere to and implement Atkins internal HSE management system requirements and procedures for Atkins site team.
  • Adhere to project HSE requirements and implement this to Atkins team.
  • Monitor the compliance of all WSA staff with the applicable safety standards and companys procedures and bring to the attention of the Project Manager any safety violations by WSA site team for their further action.
  • Monitor, assess and report on Contractor and Sub Contractors HSE compliance with the project HSE requirements as per the Contract and HSE legislation / best practice
  • Immediately bring to the attention of the Atkins PM the critical and outstanding safety issues for their further actions.
  • Conduct and co-ordinate regular safety training for WSA staff.
  • Carry out daily site HSE tours with Contractor HSE staff and highlight findings.
  • Issue Safety Enforcement Notices (SEN) as per applicable Atkins SEN procedure.
  • Follow up with the Contractor on outstanding HSE issues, including SENs and ensuring prompt closure with adequate evidence of compliance.
  • Review and comment of the Contractors HSE Plans. Advise the Contractor to update the site safety plan when necessary.
  • Review and comment on Contractors risk assessments and work method statements.
  • Develop and update Atkins HSE documents (the Safety File), e.g. HSE Plan, HSE specific site risk assessment, office risk assessment, office fire risk assessment, etc.
  • Conduct accident and incident investigations for Atkins staff.
  • Compile accident report and incident statistics.
  • Chair weekly safety meetings where required with the Contractor and other parties as necessary. Issue MOM on time (within 48 hours). Report any outstanding and critical safety issues or lack of action by the Contractor in the weekly progress meetings.
  • Prepare and maintain Atkins HSE registers, e.g. training, induction, SEN, inspection reports, accident/Incident, and others as required.
  • Report any accident on site immediately to Atkins UAE Health and Safety Manager and Line Manager.
  • Communicate, coordinate and seek any advice from Atkins UAE Health and Safety Manager as required.
  • On major issues, prior to issuing Safety Enforcement Notices Prohibition Notice seek advice from Atkins UAE Health and Safety Manager.
  • Monitor the Contractors compliance with UAE Health, Safety, Security and Environmental (HSSE) legislation and Contractors HSE Plan and report and follow up any breaches.
  • Liaise with the Employer, Contractors and the Site Supervision Team and report status of safety issues.
  • Liaise with contractors Project Managers, Construction Managers and Safety Managers to improve safety provisions.
  • Prepare regular weekly, monthly and other reports as required on safety matters for issue to the Employer and Project Manager.
  • Ensure that relevant safety measures have been put in place for Atkins Engineers & Inspectors and provide training as and when require.
  • Co-ordinate safety-related activities for Atkins team and mentor regularly.
  • Carry out inductions for Atkins site staff.
  • General HSSE advice as required



HSE Engineer




Responsibilities

Quantity Surveyor





Requirements


Shall be qualified with a Bachelor of Science degree in Quantity Surveying from an accredited internationally recognized institution or university.

Minimum ten (10) years experience in dealing with major highway construction projects. Experience in claims/arbitration procedures and methods are a requirement.

Experience in the planning of major projects with particular emphasis on the utilization of computer programs such as Primavera or equally capable program for the planning and tracking of similar projects is a requirement. This person will also provide assistance to the team during negotiations, arbitration, or any other forms of dispute resolution. Computer literacy and excellent communication skills are essential





Document Controller





Requirements

  • Preferably diploma qualified.
  • Exceptional level of computer literacy in Windows Aconex, Word, Outlook, Excel
  • Ability to relate and interact successfully with a multi-cultural workforce at all levels.
  • Must have outstanding communication skills in written and spoken English.
  • Able to use initiative and adopt a proactive approach
  • Computer literate

Responsibilities

  • Responsible for all incoming mail, faxes and filing
  • Maintaining a register of all incoming and outgoing mail, stamping and recording of mail before circulating for distribution to the Project Manager
  • Maintaining all files within the Filing Department
  • Opening new files as required
  • Maintaining all tracking records and ensuring that they are initialled when a file is taken from the filing room
  • Chasing up each individual for return of files & documents
  • Maintaining all Tender Documents and ensuring originals are not taken from the filing room
  • Keeping all files in a tidy condition
  • Collecting faxes regularly, recording and sending for distribution to the individuals concerned, photocopying fax if it is marked for someone’s urgent attention

Ensure that all filing is up-to-date and in accordance with ISO9000 quality checks






Sr. Resident Engineer




  • Requirements:
  • • The Senior Resident Engineer shall ideally be qualified with a Bachelor of Science degree in Civil Engineering from an internationally recognized accredited University.
  • Minimum 25 years e experience in Site supervision, and construction management of major buildings/ Mixed Use Development of complex nature.

Responsibilities:


• Establish the site organization and lines of authority
• Be responsible for the conduct of the project.
• Take responsibility for all technical, contractual and financial matters relating to the delivery of the consultants supervision duties
• Establish standards and procedures in conformity with client requirements

Resident Engineer





Requirements

  • Construction related degree
  • Minimum 18 years related experience
  • Good command of English (written and verbal)

Project Interface

  • Manage the supervision of the works designed by Atkins to ensure compliance with the contract documents.
  • Liaise with the project supervision team, coordinate and resolve any issues of concern.

Liaise with sub-consultants directly appointed by Atkins and manage the supervision of works designed by them.


Functional Duties

  • Review prior to issue to the contractor all project related correspondence, submittals, instructions, technical query and establish lines of communication.

Review contractor's quality systems, procedures and monitor implementation across the project site.

QC Manager





Requirements


The Quality Control & Assurance Manager will be a qualified professional who has reached Senior Manager level. (It is likely that the person fulfilling this role will have had or is ready to take on the management of a major design project), capable of providing planning, leadership, direction and technical expertise to manage complex tasks and multidisciplinary projects. They must have a minimum qualification BSc, BEng, BA or equivalent, have Chartered status and more than 15 years experience with 5 being similar to this project/role.

The Quality Control & Assurance Manager will also be responsible for maintaining and enhancing Atkins reputation with our clients and developing effective long term client relationships thus identifying and developing new opportunities for the Group,.

  • An experienced Quality Manager with a demonstrable track record in the delivery of large multi functional projects.
  • Knowledge of project controls procedures.
  • A rounded profile, comfortable with planning, analysis and managing process and commercial considerations. The successful candidate will also be able to mobilise people and teams and drive for a successful delivery.
  • Effective in building good working relationships within complex structures both within projects, with clients and internally.

QA/QC Engineer





Requirements

  • Degree qualified: Bachelor Degree or equivalent in Civil or a related field;
  • 7-10 years of experience and preferably similar to this Project / Role.
  • Demonstrable track record in the delivery of Residential Projects encompassing MEP Works.
  • Capable of reviewing existing operations within an Engineering Organisation through all the Project Phases and understanding of QAQC Processes and Procedures in both Office and Site.
  • Good Team player
  • Flexible and willing to help Colleagues on documentation outside own Discipline.
  • Effective in building good working relationships within the Projects, with Clients and Colleagues.

Responsibilities

  • Implementation of QA/QC policies and procedures
  • Assist in Audits for ISO 9001, 14001 and OHSAS 18001 and recommend the necessary corrective actions and measures within own Discipline.
  • Monitor policies and procedures and report any areas where improvement is required
  • Assist the Clients Engineer in reviewing the Contractors Quality Plan and produce recommendations
  • Ensure timely and effective resolution for QA or QC issues and Reporting, in coordination with the Project Director




Sustainability Manager





Responsibilities


Should have excellent knowledge of the LEED Online platform and can support design teams in populating the requirements Have a clear understanding of sustainability rating tools requirements, and the have the ability to be able to communicate and disseminate this information to the relevant teams effectively and efficiently

Ensure the evidence provided are in compliance with LEED credit requirements

Support the development of energy models using IES to present daylight analyses, thermal comfort and energy requirements of new and existing developments for LEED compliance

Should have excellent reporting skills conveying the required actions across in a clear manner


Key Competencies / Skills


Have the skills to manage over a dozen LEED projects in a well-organized manner, and supporting on the energy modelling ensure an efficient and smooth delivery service

Chartered / Professional in Environment, Energy or Engineering LEED Accredited Professional under the Building Design and Construction scheme at a minimum.

Experience in LEED 2009 and LEED v4 is essential.

Ideally the candidate should have working knowledge of LEED Operations and Maintenance and Neighborhood Development schemes.

Have previous experience in private international consultants Excellent communication skills

Adaptable and willing to contribute to other disciplines as required (waste management, building physics and environment)






Sustainability Engineer





  • Implement the Site Operational Procedures and submission requirements for Estidama Pearl Rating of the project, along with the main contractor, subcontractors and UPC.
  • Review all construction documents and highlight design and contractual discrepancies with the concerned RE and the SHOM.
  • Ensure that all statutory authority NOCs / permits / design approvals are available on site for construction.
  • Ensure that the main contractor and nominated MEP contractor coordinate with all concerned authorities departments and ensure that Estidama Pearl / Rating requirements are adequately and satisfactorily incorporated, including all Estidama documentation.
  • Extend the maximum possible effort to avoid contractor(s) claims for cost and/or delay.
  • Review and forward any comments on all submittals including contractor design drawings, shop drawings, materials and alternative proposals submitted by contractors.
  • Supervise and certify the installation of all services ensuring the compliance to contract and Estidama requirements.
  • Review and forward any comments on the contractor’s method statement for installation, execution of the works in compliance with Estidama requirements.
  • Review and forward any comments on the contractor’s testing ans commissioning plan / procedures / method statements especially with regards to Estidama requirements.
  • Review and forward any comments on the contractor’s technical submittals.
  • Attend site technical coordination meetings to discuss contractor(s) submissions, shop drawings, material submittals and contraction related matters.
  • Review and forward any comments on the Technical Query’s raised by the contractor.
  • Monitor and co-ordinate site construction activities to assure compliance with Estidama requirements and address any non-conformance and recommend the required corrective action.
  • Inspect the on-site and off-site materials to be used in the project and organise field and loboratory tests, conducted by others, on construction materials to ascertain their Estidama compliance with the specifications and determine the acceptability for use on the project.
  • Any potential safety concerns indentified at site shall be reported to SHSE/ RE.
  • Review the site progress and assist in the interview of the contractor’s interim payment application.
  • Liaise with the SHOM for the affective implementation of the quality management systems and site supervision provision activities.
  • Monitor the progress of the work against the approved contractor programme of works.
  • Witness the testing and commissioning of all the mechanical / electrical equipment in compliance with Estidama requirements and sign off the relevant documents for acceptance.
  • Verify the accuracy of the contractor (s) ‘’As-Built drawings reflecting in details the as-built conditions.
  • Assess / approve the contractor’s operations & maintenance manuals.
  • Liaise with the Statutory Authorities and follow up all final inspection and approvals as required.
  • Carry out the final inspection for certification of final completion and handing over of the works
