Roles and Responsibilities
- Review, analyse and interpret Contract Documents (RFP, specifications, drawings, and reference information) to develop detailed, comprehensive cost estimates for specialty projects.
- Have broad influence leading-up to the initiation of work in the field from development of scope and plans for pricing of conceptual or quantity-based estimates, material and subcontractor solicitation, evaluation and selection, and collection and review of cost history information.
- Manage the calculation of project quantities using On-Screen and manual take-off tools, perform material take-offs, conduct piping estimating focusing on shop fabrication, pipe erection, equipment setting, and instrumentation. Develop complete material and labor estimates.
- Coordinates with other departments, ensuring understanding of project objectives and efficient utilization of resources.
- Ability to make assumptions based on experience when detailed plans are not provided and front-end estimating is performed based on conceptual level designs.
- Leverage your prior experience in self-performed work to evaluate labor productivity and installation schemes. Investigate union labor availability and productivity in various markets and regions.
- Supports project organizational and administrative activities.
- Provides technical and operational supervision to assigned personnel.
- Maintains relationships with project personnel, particularly with individual discipline group leaders and engineers.
- Develop the proposal submittal criteria list, evaluate Request for Proposal requirements and work with estimate team to prepare and submit required documents.
- Participate in pre-bid meetings with clients and site walk-throughs with subcontractors.
- Identify bid qualifications, risks, and assumptions along with quantities and pricing.
- Ensure estimates are performed in accordance with company practices and standards.
- Participate in estimate reviews and presentations to estimate managers and executive management.
- Manage comparisons between self-perform estimates and subcontractor quotes.
- Ability to analyse subcontractor and material quotes for responsiveness to the estimate and project requirements.
- Work with engineering team to preparing value engineering solutions; including cost, schedule, and Owner benefits.
- Preparing responses to Request for Qualifications (RFQ's) and Request for Proposals (RFP's).
- Providing rough order of magnitude (ROM) estimates and schedules.
- Coordinates pricing structure or criteria to be used for discipline or specialty which meet the objectives of the cost estimate.
- Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identifies areas of risk.
- Develops specific project codes of accounts and recommends appropriate modifications and revisions.
- Plans, coordinates, and establishes level of quantification appropriate to the objectives of the effort.
- Develops conceptual quantities to supplement partial Design Build design documents.
- Reviews or assists in reviewing cost/pricing provisions of proposals and develops supporting data for contract negotiations.
- Participates in establishing pricing structures to be applied to quantities for estimates.
- Performs cost and price analysis to establish price reasonableness.
- May participate in discussions with vendors.
- Reviews labor estimates for reasonableness.
- Take a lead role in estimate reviews and presentations,
- Ensure lessons learned and other historical data are captured for future benefit.
- Support final proposal assembly and proposal review process with Client to Award.
- Perform constructability reviews, analyse budgets and project costs.
- Draft final scope letters for each bid proposal.
Desired Candidate Profile
- Minimum of fifteen (15) years experience with Refining, Oil, Gas, and Construction Estimating core processes and procedures.
- Extensive knowledge and experience in EPC estimating practices and methods, including demonstrated ability to organize, direct, perform, review and present cost estimating products with a minimum of supervision.
- Ability to work with internal and site functional teams to achieve project and business objectives.
- Ability to develop forced detail estimates with limited Engineering input.
- Ability to develop an indirect staffing plan and other indirect construction cost
- Ability to develop site specific contracting strategy and develop site contractor wage rates
- Extensive knowledge and experience in EPC estimating practices and methods, including demonstrated ability to organize, direct, perform, review and present cost estimating products with a minimum of supervision.
