JOB SUMMARY
The Head of Employee Welfare (EW) oversees the administrative functions of the EW Unit. He/ She is responsible for the successful management of Employee practices & policies of the Hospital; policy interpretation & administration, compensation and payroll management, benefits administration, medical and life insurance, staff records/files, travel and accommodation, attendance management, staff support / grievances and other duties as necessary to ensure maximum effectiveness of the Human Resources function.
DUTIES & RESPONSIBILITIES
1) Compensation & Benefits
a) Responsible for the monthly payroll of the staff (Preparation and sending to Finance). Staff must receive their salaries before the end of each calendar month.
b) Reviews and verifies staff regular incentives after receiving from the Finance Department, make necessary comments and sends back to the Finance Department.
c) Prepares the staff Annual Bonus based on the directions of the Higher Management.
d) Prepares change of Status for staff which may include changes to the basic salary or other benefits provided by the Hospital upon the written approval of the higher management.
e) Effectively manages the staff overtime process.
f) Compiles status report for staff headcount (including DOE, DOB, designation and total salary), staff annual leave, indemnity and ticket (air fare).
g) Reviews monthly overtime and staff mobile bill reports.
h) Responds to employee questions regarding salary, incentives and benefits.
i) Develops and recommends the annual increment.
2) Employee health and safety
a) Support the HR director in leading the health and safety committee
b) Working closely as integral part with all H&S committee members to implement any initiatives / recommendations related to the staff ( health , safety or wellness ) proposed by the members and approved by the chairman
c) Ensure that employee health and safety policy exist , up to date , communicated to staff and ensure compliance of the staff
3) Insurance Administration
a) Ensures that workmen compensation and life insurance policy and agreement are always valid.
b) Negotiate new agreements at the end of each contract.
c) Periodically provides reports on joiners & separated staff for addition/deletion from NMH staff Group Life Insurance and Workmen Compensation.
d) Reviews Insurance policies and compensations procedures.
e) Coordinates with staff, when required, to undergo laboratory tests/ medical examinations by the insurance party.
f) Submits requisite staff supporting documents to the Insurance party, when required.
g) Reports and follows up insurance staff claims; related to Group Life Insurance and Incidents Compensation
4) Employee Welfare Policies
a) Ensures timely processing of Insurance renewal and coordinates with the Insurance party and Finance department
b) Reviews Insurance policies and compensations procedures.
c) Coordinates with staff, when required, to undergo laboratory tests/ medical examinations by the insurance party.
d) Submits requisite staff supporting documents to the Insurance party, when required.
e) Reports and follows up insurance staff claims; related to Group Life Insurance and Incidents Compensation
f) Periodically provides reports on joiners & separated staff for addition/deletion from NMH staff Group Life Insurance and Workmen Compensation
g) Ensures Employee Welfare policies exist, up-to-date and communicated to the staff.
h) Ensures policies compliance
5) Employee Grievances
a) Have an open door policy for staff to express and raise their grievances.
b) Take the necessary actions as soon as possible to comfort staff and ease the situation.
c) Escalate to the next level if issue cannot be resolved with his/her level/authority.
d) Maintain the confidentiality of all grievances.
e) Promote and use E-Hewar to encourage staff to express their minds and raise their concerns.
6) Employee discipline
a) Working closely with HOD ( counsel & orient ) in how to maintain / manage employees discipline
b) Ensure that employee conduct of conduct & list of penalties are exist , up to date and well communicated to employees
c) Conduct hearing sessions and investigations
d) Recommend proper disciplinary action which may reach to dismissal or termination , ensure the progression of the action taken and ensure that the history of such incident is well documented
e) Handle terminations / dismissal meetings
7) HR and Payroll system :
a) Working closely with IT Department for any enhancements for the HR system (payroll , employee self-service , HR and end of Service modules) .
8) Staff Exit / separation
a) Ensure the smooth of staff separation starting from receiving the resignation till payment of end of service benefits
Desired Candidate Profile
EDUCATION: Bachelors degree in HR/Business Administration or a related discipline. MBA or Post Graduate degree in HR preferred.
EXPERIENCE: 5 years experience of which 2 years progressively responsible experience administering and supporting human resources functions for a large organization. Experience in Healthcare preferred.
