Louis Berger are seeking a Safety Officer for one of our major project in the Qatar Region called Education City.

Education City is an integral part of the Qatar Development Program. The Master plan Includes: Educational Facilities, Residential, Health Facilities, Sports Facilities, FIFA 2022 Stadium, Hospitality Facilities, Waste Management, Commercial Zone, Car Parks, Landscape Nurseries, Conference Facilities, Golf Course, Heritage sites, Parks.

Safety officer will be responsible for the successful planning, monitoring, documentation and implementation of the Environment, Health & Safety Management System for the project /division cost effectively in line with Company’s Integrated Management System / HSE Manual and/or contract Specifications. . Safety officer has to work on the site and assist the Resident Engineer to ensure that the construction activities are going on as per the federal safety regulations. 

RESPONSIBILITIES
• Maintain and improve company Health, Safety and Environmental management system
• Educate the construction staff about construction safety measures
• Conduct training sessions for staff as required.
• Provides the necessary advice to the Contractor’s on jobsite Health, Safety and environmental issues
• Monitors compliance to the relevant standards/regulations by conducting regular inspections and audits.
• Monitor compliance with project health, safety and environmental plan and review requirements where required..
• Conduct daily site inspections, report unsafe acts/conditions using approved forms and ensure that corrective actions are implemented..
• Review Contractor HSE plans, method statements, risk assessments and related documents.
• Conduct incident investigations and reporting as required.
• Prepare periodical HSE reports as required by company / clients / regulatory authorities.
• Assist the Construction Manager in the development of safety procedures for high-risk activities.t 
• Review contractor Health & Safety plans advise the Contractor on the requirements of the Project.
• Ensuring compliance with legal requirements related to safety of personnel and equipment, environmental regulations and any other prevailing legal requirements related to HSE
• Conducting HSE training for site personnel in relation to current and new HSE procedures. Maintain HSE documents and records.
• Carry out context analysis so that the background of a project is understood prior to embarking on the facilitation of risk meetings/workshops. 
• Engage the designers, Worley Parsons, and the environmental consultants, COWI in the identification, assessment and management of risk.
• Actively drive risk response planning. On a weekly basis update with the program team specific discrete responses for the top ten risks together with action dates and degree of success.
• Adopt an appropriate method for comparing risks so that risk management actions can be prioritized. 
• Carry out quantitative cost and schedule risk analysis using the software tools @RISK (Palisade Corporation) and Pert master (Oracle) respectively and report the findings on a monthly basis. Ensure the results are sense checked prior to release.
• Build correlation into models as necessary. Use MS Excel functions to model risk relationships.
• Complete the risk reporting requirements described in the Risk Management Plan.
• Procurement. 
• Support the steps in the package tender process in terms of advising on documents to be issued as part of the tender invitation and evaluation of returns.
• Comment on the proposed procurement route and choice of contracts based on the client’s risk appetite and the prioritized objectives.

• Bachelor’s Degree in related field 
• Certification on approved health safety and environment course an advantage. 
• NEBOSH certificate or equivalent required.
• Good knowledge of health, safety and environmental management on construction projects required.
• Experience in managing contractor’s HSE preferred.
