Financial Accounts Manager - Govt. of Afghanistan


Short Term Assignment with International Nonprofit Organization and Govt of Afghanistan
o Overseeing the day-to-day operations in the management of grants and provide guidance to the local staff. Trouble shoots problems faced on the day to day operations. Verifying payments made and ensure that they comply with the International Organization and the government guidelines, rules and procedures.
o Act as joint signatory to the cheques issued to fund the financial operations.
o Maintaining the bank accounts required for the operations and performs effective cash management to ensure the availability of funds in the accounts at all times to support the orderly implementation of programme activities. Managing funds, timely periodical reconciliations of bank account, float accounts etc.
o Ensure that the internal checks and balances are maintained and implemented effectively while carrying out the various operations on the operations and fund accounting.
o Timely replenishments in the float accounts and grant withdrawals from the designated accounts, overseeing preparation of applications for withdrawal of grant funds for replenishment of funds in the bank accounts and follow up for timely actions. Coordinating with the external entities such as MRRD, MOF and the International Organization, where necessary
o Timely preparation of periodic financial statements (daily, weekly, monthly, quarterly and yearly) to meet the reporting requirements of the International Organization, management and other stakeholders.
o Provide annual budget and budget realignments when required.
o Oversee the work done by the accounting staff at the Regional and Provincial Offices and ensure timely accounting and reporting. Suggest improvements in their work. Visit field office as required.
o Participating inmanagement meetings and contribute effectively. Coordinating with other departments as necessary to effectively discharge its functions
o Ensure smooth and effectiveinternal and external audits, requirements of the International Organization as part of their missions, etc. response to auditors, follow up actions.
Review CDC Monitoring Unit plan, review the checklist (bring changes if needed), review the mission report from the field and discuss with Head of the department on all issues. 
Update Financial Management Manual as required to include the improvements / changes brought to the financial systems.
Provide on-the-job training to the staff to assist in capacity development
Effectively contribute to the achievement of the overall objectives of the FMA as advised by and in consultation with the Team Leader
Provide back stopping support to the activities of the Team Leader in his absence.

Experience: 10 - 20 Years
