o Review & Coordinate EPC tendering activities and develop tendering capability, ensuring accurate and economic costing of tenders and assessment of risk including competition/market trends.
o Review technical issues presented to the client and ensure that they are resolved, and any impact incorporated in the bid.
o Check inquiries to ensure that adequate information is available to enable an accurate estimate to be made.
o Define strategy for completing the proposal and estimate and set a time schedule to ensure timeout completion of same.
o Request for clarifications.
o Do site survey.
o Proposal Preparation along with detailed estimations.
o Ensure that the proposal team is aware of all the technical risk elements of the project, nature of the work, and any new technology to be employed.
o Prepare Bid/ No Bid Documents.
o Prepare bills of quantities.
o Ensure adequate vendors are being approached and their responses are received so that competitive materials and equipment pricing is obtained.
o Ensure a review with procurement and discipline engineers regarding the vendors approached, problems being encountered, and develop strategies to overcome any difficulties.
o Participate in all required commercial / contractual meetings internally and ensure that all contractual and commercial issues are reviewed and clarified by the commercial department, and risks covered. Ensure bonds and guarantees are reviewed and approved before issue.
o Prepare necessary information for the various Risk Review Committees.
o Coordinate with the Corporate Commercial Director to ensure adequate personnel are allocated to the proposal.
o To follow required strategies and to direct the proposal effort in this regard.
o Ensure adherence to proposal preparation budgets.
o Keep a Track of Market prices & fluctuation of rates.
- o Should have a Degree in Engineering/Management.
o With over 12 years of International Work Experience in multi-disciplinary functions (like: Estimation of E&I; Mechanical; Piping; Structural etc.) in EPC/ Oil & Gas/ Petrochemical industry.
o Sound knowledge of Manpower / Resource Productivity in Oil & Gas, Technical, Tendering and Project Execution.
o Should possess supporting skills & knowledge towards Proposal, Engineering & Procurement, and Planning & Scheduling basics including Construction plans understanding.
o Maintaining confidentiality, personal credibility and meeting ethical standards.
o Knowledge of current industry and technical developments.
o Good networking skills with the clients.
o Should be well versed with work flow requirements of Engineering, Procurement, Construction, Quality and Safety Departments.
o Capable to work in multi-tasking environment of handling more than one proposal under pressure to meet demanding deadlines.
o Sound working knowledge in Computer.
o Ability to effectively motivate, lead and support a multi-cultural team.
