Assistant HSE Officer

Reporting To: Sr. HSE Officer / HSE Officer

Job Duties:-

1- Conduct safety Tool Box Talks & on site HSE training to site workers and supervisors. 

2- Monitor site operations to ensure that only safe work methods are being carried out and that health safety requirements are being observed, welfare and first aid facilities are adequate and properly maintained 

3- Implementing safety programmes, incentive programmes, safety competitions and other activities which will develop & sustain the interest of the workers in establishing & maintaining safe conditions of work & procedures. 

4- Inspection of lifting tackles and heavy lifting equipment and routine inspections of above at work site and yards. 

5- Determine the cause of any accident (dangerous occurrence) and recommend means of preventing recurrence of such an incident. 

6- Inspection of workshops, Stores and Labor camp to fulfill Health and safety requirements. 

7- Monitoring of subcontractors for safety compliance. 

8- Assist in investigation of incident/accident, near miss, unsafe act, and unsafe condition and fire investigations and recommending appropriate corrective measures. 

9- Implementing, Monitoring and maintaining health and safety management system and procedure. 

10- Prepare all required check lists, daily reports & notices of non-compliance. 

11- Analyzing and planning for continuous improvement of safety and environmental conditions. 

12- Advising immediate supervisors and work force for safe working practices. 

13- Instructing & follow up with HSE Helpers for the assigned job. 

14- Enforcing site health, safety and environmental policies and plans. 

15- Emergency preparedness for evacuation.


Qualifications:

Associate’s degree in occupational or environmental health and safety, as well as current and ongoing training approved by the Occupational Safety and Health of the state, a minimum of one years’ experience in project safety.

Advanced training courses safety and Preventive Health. 

Proficiency in written and spoken English languages.

Arabic language is an advantage.


HSE Officer

4- Prepare Daily and weekly HSE report. 

5- Implementing safety programmes, incentive programmes, safety competitions and other activities which will develop & sustain the interest of the workers in establishing & maintaining safe conditions of work & procedures.

Sr. HSE Officer

Reporting To: Proj. HSE Manager 

1- Conduct Induction Training and briefing of Site Safety norms to all new comers and visitors. 

2- Monitor site operations to ensure that only safe work methods are being carried out and that health safety requirements are being observed, welfare and first aid facilities are adequate and properly maintained 

3- Investigating root causes of kinds of Hazards, all the safety aspects and measures related to all hazards. 

4- Prepare Daily and weekly HSE report. 

5- Implementing safety programmes, incentive programmers, safety competitions and other activities which will develop & sustain the interest of the workers in establishing & maintaining safe conditions of work & procedure. 

6- Developing safety posters, signs, slogans, bulletins, publications, etc. and distributing. 

7- Coordination of inspection of lifting tackles and heavy lifting equipment by third party and routine inspections above at work site and yards. 

8- Determine the cause of any accident (dangerous occurrence) and recommend means of preventing recurrence o such an incident. 

9- Inspection of workshops, Stores and Labor camp to fulfill Health and safety requirements. 

10- Conduct safety Tool Box Talk & monthly HSE training to site workers and supervisors. 

11- Carrying out accident investigation and reporting to the management about accident trends. 

12- Monitoring of subcontractors for safety compliance. 

13- Conducting incident/accident, near miss, unsafe act, and unsafe condition and fire investigations and recommending appropriate corrective measures. 

14- Organizing & conducting training for supervisors, safety representatives, and employees for motivational training to 
own and subcontractor employees. 

15- Implementing, Monitoring and maintaining health and 
safety management system and procedure. 

16- Analyzing and planning for continuous improvement of 
safety and environmental conditions. 

17- Enforcing site health, safety and environmental policies and plans. 

18- Helping in developing subordinate HSE staff. 

19- Emergency preparedness for evacuation.

HSE Engineer

Reporting To: Project HSE Manager / HSE Dep. Manager

1- Provide Advice to Project Manager/Project HSE on health, safety and environmental issues. 

2- Report immediately to the Senior Management, if any serious safety breaches that place workers in life threatening situations. 

3- Prepare and implementation of Project HSE plan. 

4- Monitor the effectiveness of subcontractor’s HSE Policies and procedure. 

5- Prepare and communicate various Risk Assessments. 

6- Coordination of HSE related matters of the projects. 

7- Providing necessary instructions and training to HSE Officers of the projects. 

8- Coordination of various training and 3rd party inspections. 

9- Providing medical facilities to all persons who met accidents / injuries at site. 

10- HSE inspection, auditing and implementation of corrective measures of the projects. 

11- Inspect construction activities to identify potential hazards and advice HSE Officers/ supervisors/ workforce of risks and hazards involved in the tasks and ensure that safety precautions are implemented. 

12- Inspect the worksite to ensure that appropriate work permits are obtained for the job undertaken. 

13- Ensure that scaffolding inspections are undertaken by responsible supervisors at appropriate intervals. 

14- Ensure that appropriate fire protection measures are sited around the hot work areas. 

15- Conduct Tool Box talks and Safety Meetings. 

16- Organizing periodical project safety meeting to review the past performance of the organization on safety related matters and implementation of follow up procedures. 

17- Develop and deliver in house training on health, safety and environmental topics. 

18- Prepare preliminary report on all accidents / incidents and participate in accident investigations where applicable. 

19- Ensure appropriate work instructions are made available around the activity area. 

20- Prepare and submit monthly HSE report to Senior Management. 

21- Ensure housekeeping is carried out in an orderly and scheduled manner. 

22- Ensure safe working procedures are adopted in carrying out rigging operations, work at height, scaffolding erection and dismantling, welding, cutting and grinding operations, excavation jobs, confined area jobs, construction equipment operations, lifting activities, , Tower crane erection, electrical jobs, plumbing jobs etc. 

23- Disseminate safety bulletins and other pertinent HSE information to the workforce. 

24- Ensure all security measures are implemented. 

25- Display of HSE information sings and boards. 

26- Forming safety committees /safety taskforce and execution. 

27- Ensure proper road safety is maintained and all security measures are implemented. 

28- Advice on the requirements for site welfare and carry out regular inspections of the facilities, reporting any concerns to the Project Manager. 

29- Ensure that all heavy equipment’s / operators having valid documents. 

30- Maintain site documents and forward to Head of HSE as and when required. 

31- Prepare site HSE office for any external audits.


Qualifications:

Associate’s degree in occupational or environmental health and safety, as well as current and ongoing training approved by the Occupational Safety and Health of the state, a minimum of Six years’ experience in project safety.

Advanced training courses safety and Preventive Health. 

Proficiency in written and spoken English languages. 

Arabic language is an advantage


Project HSE Manager

HSE Department Manager

Reporting To: Deputy General Manager


1- Putting and establishing HSE policy and plans and ensuring adherence to plans and dealing with deviations as required. 

2- Providing specialist HSE advice and assistance to HSE Manager, Project HSE Managers and projects staff. 

3- Leading initiatives to promote visible and pro-active management commitment and employee involvement in HSE activities. 

4- Issuing periodic HSE reports for area of responsibility and participating in periodic safety meetings and statistics. 

5- Investigating in HSE related incidents and taking the proper action based on a detailed analysis and evaluation. 

6- Advise management for improvement of HSE culture in company. 

7- Prepare and arrange external trainings for HSE and non HSE staff. 

8- Forecasting and recruiting new staff in coordination with HR department as per site/work requirement. 

9- Maintain and updates safety procedures on regular basis. 

10- Maintaining HSE staff data and there leave plans, review and processes the leave requests as per site conditions. 

11- Ensuring the provision of an effective system for collecting, storing, analyzing, tracking and reporting HSE performance data. 

12- Compiling monthly HSE report with statistical data from different projects covering all relative information and forward to Deputy General Manager. 

13- Providing all necessary assistance to the insurer and senior management for incident and accident investigations. 

14- Forecasting required materials and processes its procurement in coordination with procurement department. 

15- Extending advises in procurement issues related to HSE related stuff. 

16- Liaising as necessary with other departments, organizations and relevant authorities and provide assistance and cooperation concerning audits and remedial actions. 

17- Reviewing and evaluating existing HSE training plans and specific training needs, provide training, as appropriate and/or facilitate specialist trainers. 

18- Conduct staff Evaluation and appraisals as per company policy. 

19- Reviewing department’s HSE strategies, targets and company objectives. 

20- Recognizing & rewarding good safety performance. 

21- As Required plans and submit budgets for departmental expenditure. 

22- Review department’s HSE policy and make recommendation for improving the same. 

23- Communicate information with relative levels of line management as to prevailing areas of concern risk.
