Project Liaison Engineer for Maersk Oil (Kazakhstan)


Maersk Oil Kazakhstan GmbH is looking for a professional Project Liaison Engineer in our Maintenance Department, Mangystau Oblast, Kazakhstan.

Key responsibilities:

·     Participate in implementation of new projects, facility modification and decommissioning projects from the concept design phase to the detailed design phase, including design review, fabrication and installation of the facilities as well as start-up of the new installation/facilities
·     Add operational experience to the project by commenting through the concept design phase, detailed design phase and subsequent design reviews to ensure that the design/construction considers personal safety, process safety and maximum production at a minimum cost and requiring minimum maintenance
·     Ensure that the Field organisation including the safety organisation is timely involved in the concept and detailed design phases as well as in requirements for health and safety reviews (HSR)
·     Participate in relevant reviews such as HAZOP, HAZID, ALARP, start-up review and QRA updates etc. as in order to ensure that due consideration is given to personal safety, technical/process safety and the environment
·     Get sufficient understanding of the Kazakhstan Operation HSE Management System to clarify interfaces related to Project Liaison activities
·     Ensure energy efficiency optimisation through focus on major energy consumers to keep the energy requirements as low as reasonable practical (ALARP) during conceptual design and operational patterns
·     Liaise with relevant departments as per Project Liaison focal point list
·     Participate in FAT (Factory Acceptance Test) at vendors’ facilities as required; ensure that complete documentation and reporting of testing activities and parameters are available; visit report incl. punch items to be issued
·     Participate in supervision of construction, testing and commissioning work at the yard/field in question as part of the site team; get sufficient knowledge of MC (Mechanical Completion), PC (Pre Commissioning) and CTR (Commissioning Test Records, commissioning procedure)
·     Participate in developing/commenting of the commissioning procedures; this includes interface (tie-in procedures) to existing facilities
·     Participate in testing and commissioning of new installations/facilities in the field before handover to Production Operations; get sufficient knowledge of certificate dossier and handover requirements
·     Ensure that proper punch list is being developed including required documentation; participate in punch meetings as required
·     Ensure that all safety and operational procedures (OSP) and production operational guidelines concerning production activities are prepared before start-up
·     Participate in developing operational and maintenance budgets for the new installation/facilities
·     Coordinate that PPM procedures incl. two years operational spares are available at start-up of the installation/facilities.
·     Ensure that start-up programme is prepared and available at start-up of the installation/facilities
·     Participate in start-up review as required
·     Identify and conduct any training/courses required to operate the new installation/facilities before start-up
Optimise usage of available personnel (onshore/offshore) by ensuring that working schedules are administered efficiently 
Aktau Based position, 5x2. English is must.
