Cost / Estimating Engineer (civil / Mech / Inst) 

    Position: Cost / Estimating Engineer 

    Location: Coastal / Site 

    Role: 
    • Responsible in providing Projects and/or Maintenance Service of Direct Costs for Cost
    • Estimates for the Construction phase. 
    • Responsible for building the Direct Costs estimate and give guidance to Activity Allowance issues. 
    • Responsible for producing the Control Cost Estimate.
    • On request to provide Cost Estimating services to Company (chargeable).
    • He/she shall report to Head Project Support 
      Qualification: Degree/Diploma in Technical Engineering discipline 

    Experience: 
    • Minimum 5 years experience as Cost Estimator in a Construction environment.
    • Minimum 5 years experience in the Oil & Gas industry. 
    • Preferable familiar with Company or Shell standards and guidelines
    • Fully conversant with International Design & Construction Standards for the Oil & gas industry. 


    General: 
    • Has down to earth commercial appreciation and judgment.
    • Has IT development experiences with databases.
    • Fluent spoken/written English, and adept in conducting formal meetings.


    Personality: 
    • Good interpersonal and communication skills. Shall be able to interact with Project Manager and Contract Manager.
    • Be able to challenge Cost Estimate prepared by others and Third Party.
    • Has motivational skills to others in Project Support. 


    Principle Accountabilities 
    • Providing all type of Direct costs for Construction in Cost Estimates in the Define phase of the ORP process. 
    • Development of Star Rates for new Norms.
    • Can actively train and encourage the development of Omani personnel on Cost Estimating roles.
    • Providing Design personnel with Cost Estimate input of documents required.
    • Review of Bids and Quotations from Vendors on completeness and to be included in Direct costs.

      Senior Cost Engineer (Engineering) 

      Position: Senior Estimator (Engineering / Construction) 

      Category Core: Personnel 

      Location: Coastal

      Qualifications: Degree or HNC with equivalent experience 

      Experience:  
      • Minimum 10 years experience, out of which 5 years MUST be in Oil & Gas.   
      • Knowledgeable in a project controls role. 
      • High degree of computer literacy. 
      • Experience in a supervisory role. 
      • Good general understanding of cost management, estimating and change control. 
      • Articulate with good verbal and written communication skills. 
      • Team player who can input to the resolution of problems. 
      • Strong commercial focus. 
      Principal Accountabilities 
      • Understand the corporate and contract specific cost procedures and carry out all work in accordance with these. 
      • Study and understand all relevant project documents relating to the cost management of allocated project(s). 
      • Work with all relevant project and discipline personnel to ensure that cost control procedures are in place. 
      • Establishing project control budgets based on client approved project control estimate. 
      • Assisting project management in identifying and gaining approval of estimates/change requests. 
      • Reviewing cost commitment and expenditure information (for all cost elements). 
      • maintaining comprehensive accessible registers of financial approvals, variations and change orders. Review project manhours and the allocation of manhours in conjunction with planning on a weekly basis. 
      • Liaising with the finance department with regards to establishing monthly evaluation of work done, goods received and services rendered for invoice preparation and verification. 
      • Ensure that all cost related work is in compliance with the contract. 
      • Support senior and lead cost personnel as appropriate. Supervise and encourage junior and assistant personnel, including checking their work.

    Qualifications: Degree or HNC

    Objectives:
    • Plan and prioritise all estimating activities. Coordinate and manage completion of these activities. Establish cost estimating processes and procedures. 
    • Compiling of project estimates, variations and any subsequent minor changes. 
    • To maintain estimating registers and archives. Monitoring of "estimated v's actual" costs. 
    • Updating of previous project estimates from archive when requested. To perform the estimate checking function against the current guidelines and rule sets. 
    • To provide assistance to engineering to access and print historical data, or PDF conversions. 
    • Lead cost risk assessments sessions. 
    • Carry out presentations on estimates when required.

    Quantity Surveyor (Construction) Civil/Mech/Elect 

    Position: Quantity Surveyor (Construction) 

    Location: Coastal/Site 

    Role:
    • Responsible in measuring, remeasurements and reporting on quantities of the Work following the Contract qualifications (pre-ambles) at Construction stages.
    • Responsible for measuring all the construction Materials, labour man-hours and activities, Plant & Equipment use and the like were quantified.
    • Responsible for managing the resultant cost estimate through valuations, variations control, and assessment of claims.
    • Responsible for the final Cost Estimate Report used for validation and calibration of Norms.
    • Responsible for actual recordings of the original BoQ and Changes.
    • Responsible for the review of the BoQ and MTO or BOM at any Design and Engineering phase.
    • Reporting to Head Project Support

    Qualifications:  
    • Degree/Diploma in Technical Engineering discipline
    • Certified as Quantity Surveyor with the minimum assessment as Chartered Surveyor 
    Experience:  
    • Minimum 8 years experience in Quantity Surveying in a major Construction or Engineering Consultant environment.
    • Minimum 3 years experience with activity or work sampling techniques and relevant statistic methods.
    • Minimum 5 years experience in the Oil & Gas industry.
    • Preferable familiar with Company or Shell standards and guidelines
    • Fully conversant with International Design & Construction Standards for the Oil & gas industry.
    General
    • Has the potential to develop up to a Cost Estimator position for large projects. Has down to earth commercial appreciation and judgment.

    • Single focal point responsible for all Quantity Surveying issues.
    • Providing Design personnel with Quantity Surveying input of documents required.

    Senior Quantity Surveyor (Construction) Civil/Mech/Elect 

    Position: Senior Quantity Surveyor (Construction) 

    Location: Coastal/Site 

    Qualifications: Degree in relevant discipline 
    Experience: Minimum of 10 years relevant oil and gas experience 

    Principal Accountabilities: 
    • Focal point for the financial status of all projects under his supervision. 
    • Be accountable for any financial information relating to his projects which he or his team has produced. 
    • The senior QS must help his colleagues in the Contractor team understand the role of the quantity surveyor and provide any training that maybe required. 
    • Be able to provide an objective and substantiated valuation of his projects at short notice at any point in their life cycle. 
    • Provide all required support to the Lead QS, the project engineer, planning engineer and the site construction team during the currency of any project. Supervise, delegate duties and control the timely delivery of support given by any subordinate staff which he has been assigned. 
    • The senior QS must visit his projects as often as possible to ensure all scope deviations/changes are identified and accounted for. Ensure the lead QS is immediately informed of any potential issues his team encounters that could impact on the financial Integrity and delivery of a project. 
    • Ensure that any computer software used in the conduct of the quantity surveying function is used properly and that appropriate training had been given by the company. 
    • He should also ensure any subordinate staff are adequately trained and that they are supervised until such time they achieve the required competence. 
    • All reports required by the business services manager and/or lead QS must be completed in the required format and must be submitted by any prescribed deadline. 
    • All QS functions described in the Company contract must be complied with in full. 
    • If Contractor processes are implemented for such functions these must also be followed.
    • All SAP related activities must be conducted in accordance with all instructions given by the SAP team. 
    • The senior QS must ensure that he and his team comply in full with the Contractor QS code of conduct.
    • The senior QS is expected to understand the Company contract. 
    • He must also ensure his team are spending sufficient time on becoming familiar with its contents, especially those parts that 
    • relate to QS activities. 
    • The senior QS must ensure the any Contractor/Company documents (including but not limited to drawings and work/test packs) are not unduly held up when being used to complete QS functions. 
    • The senior QS must endeavour to optimise recovery of revenue within the confines of the Company contract. 
    • The Senior QS is expected to challenge when required by any of his counterparts in either Contractor or Company but it must be objective and fully substantiated. The senior QS is responsible to ensure any site produced estimates are formulated to the standard required by the Contractor estimating team. 
    • Any estimates produced by other members of his team must be checked for compliance. 
    • The senior QS is responsible to ensure all QS activities are fully auditable - this includes the retention of all documents produced by the team on an assigned server.
    • The senior QS must maintain a harmonious relationship with his team members, his Contractor colleagues and his counterparts in the Company organisation. 
    • The senior QS must ensure all his projects are closed out efficiently in accordance with applicable company procedures.
