Engineer-Structures

PURPOSE:
To undertake services within an engineering environment which may include (but not limited to); scheme investigation, site inspections, data collection and analysis, concept, preliminary and detailed design, reports, NOCs, Specifications & BoQs, works/construction inspection and supervision to progress scheme design, development and construction. 

The Engineer will be responsible for the following:
• Highway Bridges
• Railway Bridges
• Storm water and drainage culverts
• Buildings- Primarily industrial use
• Buildings such as sub stations, pumping stations etc. 
• Miscellaneous buried structures required for infrastructure projects eg valve chambers etc. 
• Foundations including spread footings, raft and piled foundations
• Earth retaining structures such as cantilever RC Walls, sheet pile walls, MSE Walls etc.

PRINCIPAL ACCOUNTABILITIES:
• Ensure projects undertaken in line with Mouchel policy on all SHEQ matters.
• Efficient delivery of the structural design for all roads, highways and infrastructure projects. 
• Undertake continuous improvement and personal development, maintaining a detailed CPD register. 
• Delivery of high quality design, demonstrating continuous improvement, to the measurable satisfaction of clients. 
• Assist with value management, innovation and efficiency across the Structures team within the Design Centre
• Profitable completion of projects by completing assigned tasks within specified and agreed timescales. 
• Assist with bidding activity as and when required.
• Work may require travel within GCC.


QUALIFICATION: 
• A degree in a relevant discipline eg Structural Engineering or Civil Engineering with a structural bias.
• M.Sc in concrete or steel structures would be an advantage Or demonstrable experience. 
• Experience of structural analysis packages such as MIDAS & LUSAS is essential. 

KNOWLEDGE/EXPERIENCE: 
• Minimum 5 years relevant similar experience. 
• Sound knowledge and understanding of bridge and highway structure design standards and procedures. 
• Proven track record in the delivery of structural projects from a design perspective Middle East experience is desirable.

TECHNICAL SKILLS/ABILITY: 
• Good presentation, verbal and written communications skills Ability to work on own initiative on technical matters .
• In particular should have excellent knowledge of AASHTO LRFD Code. 
Some knowledge of building design codes would also be an advantage – ACI 318, ASCE-7, UBC, EC2 Should have excellent knowledge of Excel, including writing of complex spreadsheets. 
• Knowledge of MathCAD would also be an advantage. 
• Should have extensive experience of using at least one of the following analysis packages: STAAD-Pro, LEAP, LUSAS, LEAP 2000.

Bridge Engineer

PURPOSE:
The Bridge Engineer is responsible for the maintenance, design and supervision of bridge and associated structures. The main duties of the Bridge Engineer is to prepare all maintenance, designs and drawings and assist in finalizing the quantities for all bridges and associated structures.

PRINCIPAL ACCOUNTABILITIES:
• To identify the need of the client and the need of the end users.
• Collect data needed for design as :(a).Location Plans (from Town Planning), if required(b).Results of the testing of the samples collected from the site under study.(c).Coloured photos.(d).Other data such as traffic volumes, loading etc. if required in coordination with Traffic Engineer and the client.
• Review data and prepare the draft maintenance design for Resident Engineer.
• Together with the Resident Engineer, meet the Engineer-in-charge from the client to discuss all the documents prepared and finalize the comments.
• Assist in preparing the design report.
• Review the final design again with Client Engineer if needed and assist in amending the final design report.
• After issuance of the Work Order, prepare five sets of the drawings for construction and distribute to the contractor, the client and the supervisory staff.
• To ensure the quality of the works during the construction stage by regular site visits and ensure compliance with drawings and specifications.
• To participate in handing over of the work orders.
• Assist RE in carrying out any correspondence needed with the client, the contractor and Government Departments (if needed).
• Assist in preparation of Monthly Reports in coordination with Resident Engineer and the project team.
• To study and/or visit the work order sites in order to resolve any queries raised by the supervision team.


QUALIFICATIONS:
• B.Sc in Civil Engineering.

Electrical Inspector

PURPOSE:
Supervision, monitoring and inspection of total construction activities carried out by contractor on site on behalf of employer in accordance with specification, approved drawings and method statements.

PRINCIPAL ACCOUNTABILITIES:
• Reviewing project contract documents and monitoring construction activities to ensure compliance.
• Monitoring and/or evaluating electrical tests such as ground-fault, ground resistance, insulation resistance, polarity, continuity, capacity, load and other electrical field tests as required.
• Exercising ability to interpret single-line and/or schematic electrical drawings as well as plans and specifications.
• Field checking installation and location of electrical equipment, electrical duct, conduit, cable, panels and other components of the electrical system being installed.

Civil Engineer

PURPOSE:
The purpose of this position is to provide general Civil Engineering support to the project team across all stages of the project.

PRINCIPAL ACCOUNTABILITIES:
• Undertake engineering design and documentation across a wide range of civil engineering projects based on established templates, produce specifications, design documentation and Tender documentation.
• Liaison with drafters and technical staff for drawing production.
• Checking of Drawings and Specifications.
• Carry out site inspections of construction work, and provide support to the Resident Engineer in Contract Administration and Construction Supervision.

Material Inspector

PURPOSE:
Supervision, monitoring and inspection of total construction activities carried out by contractor on site on behalf of employer in accordance with specification, approved drawings and method statements.

PRINCIPAL ACCOUNTABILITIES:
• To inspect and record the construction works carried out by contractor on site and resolve the site generated quarries by co-ordinating with the Resident Engineer.
• To ensure performance of the work in strict accordance with the drawings and specification.
• Supervision and Inspection of `additional works’ and `out of scope works’ carried out by contractor.
• Process the joint measurement forms and maintain the records of their status.
• Maintain records of completed works for interim and final payment and as-built plans
• Make special notes and document the contractors activities that may lead to claims.
• Be fair and firm in dealings with the contractor. Consider the alternatives and consequences carefully before making decisions.
• Check temperature, compaction, joints and surface of asphalt

Quantity Surveyor

PURPOSE:
To assist the CM in the provision of quantity surveying services as part of the site team. The Quantity Surveyor is charged with the responsibility of correlating information relating to all financial aspects of the project.

PRINCIPAL ACCOUNTABILITIES:
• Should be aware of all financial matters and proper maintaining of quantity books and shall advise the CM regarding all financial matters.
• Should have a thorough knowledge of the procedures and instructions.
• Should be involved with the quantity taking for the design works as per the directions of the CM and the final design drawings of each design order, preparation of Bills of Quantities as per the Contract Documents.
• Concerned with the measurement of works carried out in accordance with the specification
• Should check that the works are to the specific grades and levels, organise files to include: (a). Records are kept and updated of work in progress.(b). Contractors requests are checked for accuracy(c). Calculations relating to payments are checked and in particular accurate records of completed works are maintained.
• Prepare a BOQ Recapitulation
• Prepare Monthly Financial Report.
• Prepare and maintain final quantity books.
• Check the contractors final pay certificates
• Evaluate unit rates for new terms of work.
• Check joint measurements for payments.
• Compare final pay quantities.
• Maintain current as built drawings as the work progresses.
• Maintain the progress schedule and cash flow chart.
• Assist in preparation of Change Orders/Variation Orders.

Resident Engineer

PURPOSE:
The Resident Engineer is responsible for the activities and efficiency of the site staff for the satisfactory persecution of the work under supervision. You have the responsibility to build and maintain an organization that can effectively provide the necessary staking, testing, and inspection to ensure the project is constructed according to the plans and specifications. The Resident Engineer should be familiar with the plans, specifications, and any Contract amendments to effectively administer the work.The executive side concerns the follow up of day-to-day working requests, laboratory tests, visiting the site to ensure the performance of site staff.

PRINCIPAL ACCOUNTABILITIES:
• Ensure Contractor’s compliance with the Contract Documents.
• Inspect all workmanship and materials.
• Coordinate the supply of vertical and horizontal controls for the Contractor
• Make layout checks on lines and grades.
• Maintain all file records on designated forms. These records include all reports on work force, equipment, progress, safety, etc.
• Review and approve the Contractor’s shop drawings.
• Locate execute, and interpret all soils and materials testing according to the provisions in the Contract Documents and Standard Specifications.
• The Resident Engineer is responsible for Contract enforcement and is not to relieve the Contractor of their responsibilities without client authorisation.

Surveyor

PURPOSE:
The Surveyor is assigned to supervise and check the setting out of the works on the project. He is to report directly to the engineer in charge of the relevant section of work on the project. 

PRINCIPAL ACCOUNTABILITIES:
• Perform survey works under the direction and guidance of the Engineer in charge.
• Check Contractor’s establishment of the primary horizontal and vertical control points including reference points and reference ties for re-establishing the points in the field.
• Supervise the Contractors surveying staff.
• Record discrepancies or technical problems to the Engineer in charge.
• Coordinate with the Contractor’s Surveyors on work priorities and schedule.
• With the Contractor perform joint measurements of the completed work for payments purposes, as directed by the QS via the Engineer.
• Check completed work for conformance to the line and grade required by the project plans in coordination with the inspector assigned in the work.
• Perform regular checks of the Contractor setting out to verify proper execution and accuracy.
• Maintain equipment in proper condition and perform frequent calibration checks.
• Review and comment appropriately to RFA’s as received from the contractor, when directed by the Engineer.
• Review and comment appropriately to shop drawings received from the Contractor, when directed by the Engineer.
• Ensure that the works are being constructed to the latest construction and shop drawings.
• Record all measurements and calculations etc neatly and accurately in field books as the work progress.

Traffic & Safety Engineer

PURPOSE:
Set out detailed methodology for traffic surveys and traffic studies scheme; such methodology will be submitted to the client for review and approval before commencing traffic activities. 

PRINCIPAL ACCOUNTABILITIES:
• Collect data resulted from previous traffic studies including traffic counts, traffic composition and public transport.
• To conduct classified traffic survey to better define failure causes, if needed.
• To guide traffic survey team I order to collect consistent traffic data required to define ideal solutions for the ease of traffic.
• To determine traffic survey count stations.
• To conduct traffic circulation study.
• To conduct traffic control devices study in order to improve adequacy and functions of signs, signals, road marking etc.

Electrical Engineer

PURPOSE:
The Electrical Engineer is responsible for the design and supervision of electrical works. You shall design electrical works as per the requirements of both the client and the end user keeping the prevailing standards and specifications in mind. You should have the thorough knowledge of the latest client qualifications. You shall organize and keep all relevant design documents in accordance with the consulting system for the case of reference at all time.

PRINCIPAL ACCOUNTABILITIES:
• To keep all relevant design standards in order which are to be used at all time for all designs.
• Check the Shop Drawings submitted by the Contractor for compliance with contract standards and specifications.
• Liaison with client and other service authorities during design and execution stages.
• Correspondence with client, contractor and other service authorities
• Check and evaluate Material Submittals of electrical terms submitted by the contractor for construction purposes.
• Study and analyze contractor rate analysis for new electrical items (non B.O.Q) and make necessary recommendations to the client accordingly.
• Inspect electrical materials supplied on site.
• Assist and advise the Resident Engineer during their study of claims, variations raised by contractor for extension of time or extra cost regarding delayed electrical works and verify justifications and basis of contractor claims.
• Attend follow up meetings with the Client Electrical Engineer (if applicable).
• To ensure that quality control of contractor’s works is maintained at all time to the satisfaction of the client and the end user.
• Prepare cost estimate for electrical works for proposed work order.
• Advise and guide the contractor technically to solve any problems that may arise during execution of work.


QUALIFICATIONS:
• B.Sc in Electrical Engineering.
• Should hold a professional Engineer registration from Saudi Council of Engineers.

KNOWLEDGE/EXPERIENCE:
• Minimum 9 years experience in street lighting and the extension of networks.

TECHNICAL SKILLS/ABILITIES:
• Good computer skills, e.g. Excel, MS Word etc.
• Knowledge of UK Electrical Standards.
• Demonstrated report writing skills of a high calibre.
• Excellent client relationship skills, demonstrated by referees.
• Excellent communication and team skills Ability to work as part of a team.
• Able to work to deadlines and under pressure.
• Good problem solving skills & creative thinking (innovation).
• Takes accountability for assigned work.


Document Controller

PURPOSE:
Assist with the smooth running of the office by ensuring that all designated tasks are completed on time.

PRINCIPAL ACCOUNTABILITIES:
• Understand the importance of timeliness to internal and external clients. Achieve reliability and credibility in regard to meeting deadlines.
• Ensure that all work is performed in accordance with the QA System.
• Ensure that confidentiality is maintained at all times.
• Assisting the Administration team with secretarial and any other administrative duties.
• Liaison with team members, clients and general staff.
• Any other duties as reasonably required.
• Receiving and proper distribution of incoming correspondences
• Letter formatting for the team.
• Assembling of documents that must be transmitted to other parties (eg client, contractors, subcontractors etc)
• Scan all received and sent documents in PDF to be uploaded in Mouchel Collaborator
• Proper registration of all incoming/outgoing documents.
• Correspondence filing.
• Segregation of letters according to Project names
• Reproduction of documents.
• Printing of tenders, attachments and other administrative requests from Engineers.


QUALIFICATIONS:
• University degree in Business Administration.

KNOWLEDGE/EXPERIENCE:
• Minimum 5 years of experience.
