Role:
An HSE Manager is responsible for ensuring that all safety, health, and environmental standards are met across all aspects of electrical construction projects. This includes the management, implementation, and continuous improvement of safety programs, risk assessments, and compliance with regulations and standards.
The role plays a critical role in promoting a safe working environment, reducing incidents and accidents, and ensuring compliance with local and international safety standards, particularly focusing on the unique hazards associated with electrical systems.
Key Responsibilities:
Health, Safety, and Environmental Policy Development:
- Develop and implement HSE policies and procedures tailored to electrical construction activities.
- Ensure compliance with local regulations, industry standards, and company policies (e.g., OSHA, NFPA, IEC).
Risk Assessment and Hazard Identification:
- Conduct regular risk assessments related to electrical hazards, machinery, and equipment.
- Identify potential hazards and implement appropriate control measures to mitigate risks.
- Develop and review Job Hazard Analyses (JHAs) and Electrical Safety Programs.
Incident Reporting and Investigation:
- Lead investigations of accidents, near-misses, and unsafe conditions.
- Implement corrective and preventive actions to avoid recurrence.
- Ensure proper reporting of incidents to relevant authorities and internal stakeholders.
Training and Awareness:
- Organize and conduct safety training sessions related to electrical hazards, PPE (Personal Protective Equipment) usage, lockout/tagout procedures, and safe work practices.
- Develop and implement awareness programs for employees to recognize and mitigate electrical risks.
Compliance and Audits:
- Conduct regular site inspections, safety audits, and ensure compliance with electrical safety codes.
- Monitor and report on compliance with HSE regulations, and ensure that corrective actions are taken when needed.
Emergency Preparedness:
- Develop and maintain emergency response plans, especially for electrical incidents, such as electrical fires, electrocution, and equipment malfunctions.
- Lead emergency drills and simulations to ensure readiness.
Contractor Management:
- Oversee contractors and ensure that their work aligns with HSE standards.
- Ensure contractor compliance with electrical safety practices during construction activities.
Continuous Improvement:
- Monitor HSE performance and implement continuous improvement measures.
- Stay updated on technological advancements in electrical safety practices and regulatory changes.
Preferred candidate profile
Technical Knowledge:
- In-depth understanding of electrical systems, wiring, power distribution, and electrical components.
- Familiarity with industry standards and regulations for electrical safety, IEC standards, and local electrical codes.
Desired Qualifications:
- Bachelors Degree in Electrical Engineering & relevant HSE certifications.
- Certifications in electrical safety standards (e.g., NFPA 70E, OSHA).
- Minimum 8+ years of experience in HSE roles, particularly in electrical or construction industries.
- Familiarity with Construction Safety regulations and management systems
Risk Management and Safety Procedures:
- Experience in conducting safety assessments, inspections, and developing safety protocols specifically for electrical hazards.
- Familiarity with lockout/tagout procedures, arc flash protection, and electrical PPE.
Problem Solving and Analytical Skills:
- Ability to quickly assess situations, identify risks, and propose solutions to minimize hazards related to electrical construction.
- Strong analytical skills for interpreting HSE data, identifying trends, and improving safety performance.
Leadership and Communication:
- Strong leadership skills to manage HSE teams, collaborate with project managers, and influence safe behaviour on-site.
- Effective communication skills to clearly convey safety procedures, conduct training, and report findings to management and staff.
Project Management:
- Experience in managing HSE aspects across various phases of electrical construction projects, from planning to commissioning.
- Ability to coordinate multiple projects while ensuring consistent safety standards are maintained.
Attention to Detail:
- Keen eye for detail to identify potential hazards and ensure that safety measures are thoroughly implemented across all construction activities.
Emergency Response Management:
- Familiarity with emergency protocols, electrical incident management, and ensuring swift and safe response during accidents or hazardous events.
