HSE ADVISOR (COMMUNICATIONS)

Principal Accountability:
• Develop and implement HSE knowledge management and communications processes (internal and external) towards promoting and reinforcing HSE learning and knowledge sharing across the organization.
• Evaluate the functionality of knowledge management tools and their interface with other HSE applications (such as: HSE Portal, HSE-IMS, etc.) and guide the development of customized HSE communications solutions.
• Support the management and update HSE Portal to capture all HSE related procedures, studies and technical information for each team.
• Develop and maintain a corporate system for HSE lessons learned, internally and externally (OPCOs, E&P industry, professional bodies/organizations), and communicate regularly to HQ and sites.
• Design and support launch of annual HSE awareness campaigns and programs to support HSE policy, strategic objectives and initiatives.
• Coordinate with PR as required to facilitate HSE events and procurement of required campaign material.
• Ensure and support the preparation of HSE related publications including HSE Bulletins and HSE Flashes, etc.
• Support technical teams in the development and completion of HSE Reports and Presentations to Management and for awareness/training purposes.
• Coordinate with technical teams in development, implementation and analysis of HSE surveys to measure effectiveness of HSE management system, procedures and communications.


Minimum Requirements:
 Bachelors in an Engineering or a related Science discipline.
 8 years’ experience in developing and implementing knowledge management solutions and practices. Experience related to oil and gas industry is preferred.
 Very Good understanding of HSE issues and practices.
 Recognized safety qualification/certification is preferred.
 Very good command of written and spoken English.
 Excellent communication and interpersonal skills.


HSE Advisor (Audit)

Job purpose & Scope:
Develop, implement and Monitor the Company's Annual and 5-Yearly HSE Audit Plan.
Planning, coordinating and auditing all aspects related to HSE compliance and adequacy of implementation of HSEMS expectations within asset Operations, Head Quarter/Support Units and its Contactors. ’
Support and Advise all levels in the Organization Hierarchy as well as company contractors in order to improve HSEMS implementation.
Ensure that audit corrective/preventive actions are commensurate with the findings.
Ensure proper follow up of all audit findings and monitor HSE audit Performance Indicators.

Principal Accountability:
- Develop and Monitor the implementation of Corporate Annual/5-yearly HSE audit plan.
- Review and amend accordingly the Company's Audit and Management of Contractors Procedures.
- Act as focal point for level 1 (Third Party) audits not limited to Shareholders, ADNOC, Accreditation, theme third party audits.
- Conduct level 2 internal audits, including system oriented and theme audits.
- Verify the implementation of level 3 internal and self~assessed audits conducted at site level.
- Conduct Contractors audits to enforce and verify the implementation of company Management of
Contractor procedures requirements (Pre-qualification, Pre-Mobilization, execution, demobilization).
- Develop, monitor and maintain the HSE Audit performance reporting system and analyze Audit
Performance achievements to provide inputs to HSE Management meetings,
- Develop and conduct training / awareness sessions related to Auditing and follow-up.

Organizational Relationships (Work Contacts):

Regular contact with company stakeholders not limited to Operating Sites and Support Units staff at all managerial level during the development and follow-up of Corrective /Preventive action plans and all related post audit follow-ups.
Frequent contact with suppliers, agents and contractors up to manager level during audits for pre- qualification and all phases of the project to discuss HSE related issues.
Contact with consultants, external bodies auditors, ADNOCI Shareholders Auditors.
Act as a single focal point responsible for all HSE Audit related actions on behalf of Corporate HSE
Department.


- BS Chemical I Process engineering discipline or technical Science
- NEBOSH Diploma in HSE Management or Equivalent,
- 5-8 years experience in HSE Management system, with regular interactions with oil and gas or petrochemical industries
- High skills and knowledge of integrated Management systems, corporate safety rules and
international regulations, international standards not limited to 18014001 and OHSAS18001 - Knowledge of UAE HSE related regulations and ADEHSMS are wished
- High skills and knowledge of Contractors HSE Management 1 Project Management.
- Certified lead Auditor from a recognized Association for HSE related standards (OHSAS18001. 15014001, etc.)
- Excellent Technical writing ability


HSE Advisor (Equipment)

Job purpose & Scope:
Technical Authority on all aspects of Safety, Lifesaving and Fire prevention/protection equipment.
Provide expert advice on all matters related to Company’s & Contractors’ Safety, Lifesaving and Fire prevention/protection equipment. Review, update and manage the Company’s procedures and standard specifications related to Safety, Lifesaving and Fire prevention/protection equipment and carry out audits and compliance checks. Report gaps, recommend corrective actions and follow up to ensure closure. Assist in preparing the Corporate HSE budget and carry out cost control duties.

Principal Accountability:
Develop and maintain updated the Company’s standardized procurement procedure for Safety,
Lifesaving and Fire prevention/protection equipment, including PPE.
Develop the Company’s standard specifications for Safety, Lifesaving and Fire prevention/protection equipment, and keep abreast with latest developments/amendments in the
codes/standards/statutory requirements to ensure they remain aligned and up to date.
Inspect, audit, monitor and advise on all matters related to Company's & Contractors’ Safety, Lifesaving and Fire prevention/protection equipment.
Carry out the Pan-Company level technical review, assessment and evaluation of all Safety, Lifesaving and Fire prevention/protection equipment related to all projects, and issue necessary recommendations/approvals.
Prepare Blanket Contracts for all sites that cover the Servicing and Maintenance of Safety, Lifesaving and Fire prevention/protection equipment.
Review and update requirements for Contractor Safety. Lifesaving and Fire prevention/protection equipment and assist in conducting inspections of equipment related to both operations and projects to ensure compliance prior to mobilization to sites.
Maintain the record of foam concentrate analysis for all sites and arrange the testing and analysis of foam concentrate through third party approved laboratory.
Review and approve the specifications of new fire trucks and rapid intervention vehicles for both operations and projects.
Monitor to completion the Pan-Company Halon phase-out project, and review/approve in liaison with Corporate HSE Loss Prevention group, the specifications of new fire suppression systems.
Review the technical specifications and liaise with Commercial Department, suppliers, agents and Company sites’ functional safety units to evaluate technically, efficient operation of equipment and ensure its conformity with local and international standards and specifications.
Liaise with concerned departments/sites for updating standards/specifications and inspection of Company's safety equipment. Carry out necessary tests/checks to ensure efficient operation and compliance with standards and update records accordingly.


- B.Sc. in mechanical/chemical/Safety engineering or equivalent
- Safety related Degree/Diploma (NEBOSH, IOSH or equivalent)
- 5 - 7 years in loss prevention job in the oil/Gas industry
- Good knowledge of English and good knowledge of Arabic is preferable
- Good knowledge of International HSE Standards, Codes and Regulations relevant to Fire, Safety and Life Saving Equipment in the Oil/Gas Industry
- Good knowledge of Standards, Codes and Regulations and equipment specifications relevant to equipment used in hazardous areas


HSE Incident investigation Specialist

Job purpose & Scope: 
Subject Matter Expert on all aspects of Incident Investigation.
Provides the required expertise to continually improve the quality of incident investigations.
Plays a key role in establishing a skilled pool of Root Cause Analysts.
Coach, train and mentor investigation teams and develop them to an internationally recognized standard.
Review all reported incidents and determine the reporting level. Initiate notifications to ADNOC and shareholders, and prepare Terms of Reference for Team Investigation/Board of Enquiry.
Review investigation reports and initial as expert for Senior Management approval.
Assists in the development, roll out and implementation of the Incident Management Module in the HSEIMS, and ensure the related Manual, Policy and Procedures are updated and accessible to all.

Principal Accountability:
Identifying suitable in-house resources to be coached, trained and mentored as Root Cause Analysts/Lead Investigators.
Developing competency skill sets for Root Cause Analysts, Lead Investigators and Investigation Team Members, and monitoring competency levels.
Improving the quality and effectiveness of the incident investigation process by; conducting Root Cause Analysis using cross-functional teams.
creating a Lessons Learned database library
ensuring Lessons Learned are effectively communicated and shared throughout the organization and with other concerned parties.
Developing incident investigation presentation formats for different audiences.
Assisting the roll out, implementation and monitoring of the Incident Management Module in the HSEIMS.
Providing expert advice with the aim of helping the organization become a regional leader in the investigation arena. ‘

- B.Sc. Degree or equivalent in Engineering /Safety with at least 15 years' experience; ten
years of which must have been involved with occupational and process safety investigations in an Oil and Gas major international company.
- Safety related Degree/Diploma (NEBOSH, IOSH or equivalent)
- At least 5 Years Offshore experience.
- Certified TapRooT® Instructor or equivalent. Five years/ experience as a TapRoot trainer in a large multi-national and multi-cultural organization preferably with GCC experience.
- Broad knowledge of industrial occupational safety and process, safety hazards and practical mitigating measures.
- Must be proficient and independent to recommend internationally recognized training standards and courses.
- Must be able to develop and prepare competency skill sets for Root Cause Analysts and lead Investigators.
- Excellent oral and written communication skills.
- Able to facilitate team projects. Group interfaces and foster team building and development.

HSE Marine Specialist

Job purpose & Scope:
Technical Authority on HSE Marine and Safe Management of Underwater Operations.
Maintain, review, and update the Company’s Procedures and Guidelines related to HSE Marine and the Safe Management of Underwater Operations. Provide Marine HSE expertise and monitor compliance through auditing of all Marine and Diving operations guided by the Company's, ADNOC, local and international Marine and Diving Safety Standards and Regulations.
Vet the finalized Risk Assessment reports and Dispensations for all marine activities/projects

Principal Accountability:
- Develops, maintains and updates the Company’s Guidelines and Procedures related to HSE Marine and the Safe Management of Underwater Operations, in addition to Safety Requirements for Marine Vessels & Barges in line with ADNOC, OPCO’s, local and international Regulations.
Audit and monitor the implementation of the Company's Marine Regulations and the Safe Management of Underwater Operations, on all offshore sites. Prepare audit/assessment reports, recommendations and follow-up corrective actions.
Participate in prequalification HSEMS audits for all marine contractors and marine spreads to ensure full compliance with Company Standards.
Conduct ad-hoc safety audits on marine vessels / barges contracted by the Company to ensure compliance with the Company’s Safety Requirements post mobilization to any offshore site; prepare audit reports, recommendations and follow-up corrective actions..
Support BU and SU in identification of HSE requirements for inclusion in the Contractors Bidding Documents related to Marine Operations.
Provide input in technical review, assessment and evaluation of proposed marine spread, diving systems and related HSE Plans and Specifications for all Marine/Diving projects.
Participate in and review all marine related risk assessments for marine activities/projects and guide the Team to ensure all risks are identified systematically. Ensure all related dispensations for Company routine/non routine projects are properly assessed and monitor implementation of the recommended measures.
Support and advise on Marine HSE issues all Company departments and offshore sites.
Review and monitor requirements and quality of marine vessels’ oil spill dispersant and foam concentrate 
Participates in incident investigations on marine vessels / barges and prepare input to incident investigation reports and recommendations to prevent recurrence; follow-up the corrective actions.
Participates in and represents Company in the established OPCO's steering committee for the regular review and update of marine vessels and jack up barges/rigs technical standards.
Participates in the ADESCO group meetings and coordinate the development of emergency drills scenarios and assessment of after physical implementation on pan Company and OPCOS level.
Develop young UAE Nationals for enhanced skills and development in the area of Marine and Diving Safety Standards.


- Master Mariner / Chief Engineer certificate of competency or equivalent.
- HSE qualification NEBOSH or equivalent.
- Qualified internal auditor of OHSAS 18001, EMS 14001 and Marine International Safety Management System
- 7 years HSE marine experience in offshore oil fields. GCC experience is an advantage.
- Excellent knowledge of English language. Good - Knowledge of Arabic is an advantage. Good command of MS office


HSE ADVISOR (PROGRAM / PLANNING)

Principal Accountabilities:
• Develop corporate HSE planning processes, including 5-yr Business Plan, Annual Operating Plan and HSE Master Plan.
• Direct HSE team in achieving the Corporate HSE objectives by proper time management, prioritization considering the importance, allocation of adequate resources and development of an efficient and achievable schedule.
• Manage, track and update HSE Plans periodically to ensure the effective implementation of HSE Objectives plan using appropriate tools, follows-up on completion targets and alert deviations from the plan and recommend remedial actions.
• Provide planning support on issues related to HSEMS & ADNOC Codes of Practice and assist in their effective implementation.
• Provide project/ program management support for implementation of key Corporate HSE initiatives such as HSE campaigns and awareness programs, HSE Improvement Reviews, ADNOC HSE Awards.
• Prepare departmental annual budget requirements with necessary justifications in accordance with the Business Plan / Budget guidelines. Prepare and analyze the budget reports, review cost allocation, compare actual costs against budget, and make appropriate comments to the concerned teams for over/ under Budget Expenditure.
• Monitor and follow-up to ensure timely achievement of set goals & targets. Identify critical issues and flag areas of concerns well in advance and update the HSE management accordingly.
• Prepare the HSE handouts and presentations for the Shareholders/ Management Corporate Meetings on HSE Performance, HSE Initiatives and HSE Findings/ Actions (GMT Review, HSE Steering Committee, TCM, PFISC, BOD etc.).
• Advice, Control & Monitor HSE Financial transactions and participate in technical / commercial evaluation and contract award of service orders.
• Support in preparation of necessary Business Cases / Decision Support Packages / HSE Reports for HSE department as and when required.


Minimum Requirements:
 Bachelor Degree in Engineering
 10 years’ experience in HSE Planning with Oil and Gas / Large Industrial organization
 Recognized safety qualification/certification and/or Project Management Certification
 Understanding of HSE issues and practices.
 Excellent skills in IT applications (Word, Excel, PowerPoint & Visio) including MS Project.
 Good knowledge of Maximo 6
