Position Overview:

The HSE Manager is responsible for the Health and Safety of the Project team ensuring that Parsons and the projects HSE and HSSM policies and procedures are fully implemented at each phase of the project and by all project staff and by sub-consultants and contractors under the supervision of the Consultant.

Job Accountabilities:

- Prepares Heath, Safety and Security plans.
- Manages the Heath, Safety and Security plans in accordance with the PMDS.
- Monitor the construction activities against the requirements of the projects health, safety and security management plan.
- Monitors the preparation of method statements by the contractors and their approval by the site supervision team.
- Monitors the provision by the consultant and contractor of personal protective equipment.
- Monitor the provision by the contractor of health and safety inductions, briefings and lunch-box talks.
- Monitors the provision by the Contractors off site safety signage and notice boards.
- Monitors the provision of the Contractors off site security measures.
- Reports on the Contractors failure to comply with the requirements of the health, safety and security management system and plan promptly and ensure that immediate and appropriate corrective actions are implemented.
- Issues of health, safety and security incident reports and register every two weeks and when urgent action must be taken.
- Identifies trends in health, safety and security non-compliances and proactively identify with the contractor measures to stop the trends. 
- Prepares and submit final reports on health, safety and security management and include as part of the handover deliverables and Health and Safety Designers File.
- Participates in the development and implementation of design office and project safety plans.
- Assigns and provides technical supervision of project safety performance, qualifications and programs.
- Reviews contractors on bid list with regard to safety performance, qualifications and programs.
- Conducts safety audits through review and analysis of performance of safety records and safety inspections of various offices and construction projects in compliance with Parsons SHARP Management System and the project HSSP


- BSc Degree in Civil Engineering or equivalent degree. 
- Chartered/professional engineer is preferred.
- Min of 15 years postgraduate relevant working experience in the field of Health and Safety including supervisory experience related to roads, drainage & utilities. 
- Regional experience is a preferred.
- Postgraduate H&S qualifications to Certificate level from IOSH, NEBOSH or SIA.
- Membership of an internationally recognized H&S Institute, ie IOSH, OSHA, SIA, IRM. 
- Thorough knowledge of international safety standards and procedures. 
- Qualified professional who has reached the director level; capable of providing planning, leadership, direction, and technical expertise to manage complex tasks and multi-discipline projects.
