ELECTRICAL ENGINEER - Obsolescence Management 


Scope


Basic Function and Scope:
Support proactive and reactive obsolescence of Electrical equipment and systems as per Obsolescence Management Process. Review all the Electrical equipment and systems and spares for onshore plant and offshore production facilities. Prioritizing obsolescence tasks based on business impact matrix. Follow up with vendor and provide necessary input to help vendor provide feedback at the earliest. After getting the detail of obsolescence status from vendor, populate all items as per the obsolescence categorization table and evaluate using the impact matrix. Develop obsolescence management plan based on the 13 factors guideline and obsolescence matrix, own, control and follow up implementation. Ensure continuous monitoring of Obsolescence status. Provide feedback and reports to the line management. Carry out engineering feasibility study (eMOC) in coordination with required disciplines and develop mitigation solution for Obsolescence Management. Submit and get approval of the eMOC report. Support evaluation of the technical bid for the new projects with respect to obsolescence dates/status of proposed for the new equipment/spares and provide recommendations based on virtual obsolescence matrix of the respective equipment/system. Prepares/ reviews engineering design work connected with minor or major capital projects and expense items triggered by obsolescence, for up gradation of existing systems, either by the Maintenance department or venture group if the work is done in-house; or through outside contractors. The incumbent shall have had experience in Electrical system pertaining to oil & Gas/Petrochemical plants related to Engineering, Plant construction, pre-commissioning, commissioning and startup of the plants. 


Your main duties will be:
Proactive Obsolescence Management: 
• Review all the of Electrical equipment and systems and associated spares with specific exposure to Emerson systems 
• Prioritizing obsolescence tasks based on business impact
• Review the spares/equipment details provided by data analyst, including the vendor’s information (e.g. Sr.no. Model no. Part no.).
• Prepare vendor specific package and initiate communication with respective vendor, requesting him to provide the obsolescence status of the listed items. (Providing input whether they are obsolete, if not the future date of potential obsolescence item by item).
• After getting the detail of obsolescence status from vendor, populate all items as per the obsolescence categorization table and evaluate using the impact matrix 
• Develop virtual obsolescence matrix of associated equipment in coordination with other discipline engineers
• Develop obsolescence management plan based on the 13 factors guideline and obsolescence matrix
• Carry out engineering feasibility study (eMOC) in coordination with required disciplines and develop mitigation solution for Obsolescence Management. Submit and get approval of the eMOC report.
• Follow up, monitor and track for implementation of the obsolescence management plan and provide periodic management report with full ownership from beginning to installation
• Based on kind of change (Like to like replacement/upgrade or Engineering) trigger disposal/ de-commissioning, if required, and input to the budgeting process appropriately.
• Support evaluation of the technical bid for the new projects with respect to obsolescence dates/status of proposed for the new equipment/spares and provide recommendations based on virtual obsolescence matrix of the respective equipment/system

Reactive Obsolescence Management: 

• Receive obsolete item feedback during ongoing procurement or purchase agreement of spares/equipment
• Utilize the impact matrix to set up priority for mitigation actions
• Develop obsolescence management plan based on the 13 factors guideline and obsolescence matrix
• Carry out engineering feasibility study (eMOC) in coordination with required disciplines and develop mitigation solution for Obsolescence Management. Submit and get approval of the eMOC report.
• Follow up, monitor and track for implementation of the obsolescence management plan and provide periodic management report with full ownership from beginning to installation
• Periodically review the obsolescence status and based on impact ratings managed the obsolescence
• Update the latest obsolescence status.

Qualifications & Experience:
• Ideally you will have a University Engineering degree in Electrical Engineering from recognized educational institution or a recognized qualification in Electrical Engineering with at least 10 years specific experience in Engineering, plant start-up and commissioning. 
• Strong analytical skills.
• Business Communication skills (reports/presentations, etc)
• Team player and coach
• Specialist in Electrical system & a working knowledge of appropriate international standards such as IEC,IEEE BS,NFPA etc.
• In-depth knowledge in Hazardous area classified equipment for electrical & instrument application
• At least 10 years working experience with the majority experience gained in the oil and gas industry.
• Computer literate with knowledge of SAP and commonly used Microsoft business software packages.
• Good written and oral communication skills in English. 
• Good adaptability to multinational environment, with wide exposure to various cultures and customs.
• Support Continuous Improvement by way of opportunity identification, idea generation, harvesting implementation and evaluation of project.
• Experience in Oil and Gas industry and its safety norms
Location: Qatar
Duration: 12 months min contract with possible extension depending on client’s requirement.
