1. PRIMARY PURPOSE OF THE JOB
• Participate in the development of procedures and standard instructions covering safety, firefighting, hazard identification and loss prevention and to participate in safety studies related to all ORGANIZATION’s activities. 
• Design, develop and implement training programs for all ORGANIZATION and contractor employees.
• Facilitate the implementation of HSE systems and enhance safety awareness and retain competency among ORGANIZATION and contractor employees.

2. PRINCIPAL ACCOUNTABILITIES

a) Assists the Head of HSE Support in the development of the ORGANIZATION’s Occupational Hazard Identification Risk assessment.

b) Develops procedures and standard instructions covering Health, Safety, fire fighting hazard identification and loss prevention. Reviews and develops the ORGANIZATION’s Safety Specifications. Ensures that all the documentation relevant to safety and fire fighting is reviewed and updated periodically to maintain integrity of management system documentation and records.

c) Calculates and generates work accident statistical (Severity, Frequency, Incident Rates) reports for ORGANIZATION and Contractors, and analyzes the trends to identify vulnerabilities.

d) Develops and maintains an updated MSDS (Material Safety Data Sheet) portfolio of all the chemicals in ORGANIZATION to meet the Hazard communication needs and standards.

e) Performs as a tactical emergency response team member during his role as an on -call guard- duty 

f) Design, develop, conduct and evaluate companywide emergency response exercises and drill programs

g) Assists Head of HSE Support in studying the impact of the revamping plants, expansion projects and new tie in projects, on the company existing facilities which require updating of the fire fighting and emergency scenarios

h) Designs, develops and implements health and safety training programs and refresh training to align with the strategic business plan and meet the requirements of the performance management system and legal obligations.

i) Forecasts the organizations training needs based on process, product, technology and workforce diversity changes. Demonstrated knowledge of loss prevention practices, and about the local and industry fire and safety codes and regulations, standards and specifications, such as those under OSHA, NFPA and BS.

j) Conducts Safety induction training for ORGANIZATIONS’ new employees. Plans and coordinates related educational programs for senior staff covering theoretical and practical aspects of Safety and firefighting. Provides safety instructions to all contractors’ employees and visitors before entering the plant for the first time

k) Investigates work related Accidents/Incidents, analyzes them and generates report. Evaluates and formulates recommendations. Generates and analyzes the “Accident Causal Tree”. Develops a monitoring process and ensures that the recommendations are implemented.

l) Participates in specific companywide safety hazards studies such as, HAZOP, critical function management and critical task analysis which lead to safety management programs and recommend activities and changes to promote Best Practice, eliminate or reduce actual and potential losses.

m) Provide information, training and support to all levels of company staff regarding health, safety and environmental practices, procedures and best industrial practices. Represent HSE department in company technical & administrative projects such as; 
• Custodian of the ORGANIZATION Permit to work system
• KPI facilitator for the department
• ERP coordinator and department system administrator
• JD & PMS task force coordinator.

3. QUALIFICATIONS AND EXPERIENCE
B.Sc. in Safety, Firefighting or Chemical Engineering or equivalent, 
Preferable NEBOSH certificate or any recognizable Health & Safety association certificate. 
8 years experience in Fire, Safety and loss prevention in the oil, gas and petrochemical industry,
Excellent technical writing ability
Good spoken and written English
Computer literate
